The Hague to build 11,400 homes by 2040 as part of the city expansion plan
The Hague, the Netherlands, 26 March 2026 – The Hague’s city council has approved plans to build around 11,400 homes in Laakhavens Hollands Spoor by 2040, as part of the expansion of the Central Innovation District (CID). The development will transform the area into a mixed-use urban district combining housing, workplaces, and public facilities near a major transport hub.

Laakhavens Hollands Spoor is one of eight development areas within the Central Innovation District, the city’s main inner-city growth zone, which will double the size of The Hague’s centre – unique in the Netherlands due to its scale. The CID stretches between The Hague Central, Hollands Spoor, and Laan van NOI stations, connecting key transport hubs with knowledge institutions, companies, and research centres, supporting both urban living and economic activity.
Klaas Verschuure, Alderman for Urban Development of The Hague, said: “We are laying the foundation for The Hague in fifteen years’ time. This is terrific news for anyone looking for a home in the city, and for their children and grandchildren. We are building these homes in a neighbourhood that is thoroughly renovated: from a concrete jungle, to a green oasis. Car-free and with good cycling and walking paths. A preview of The Hague of the future.”
A strong focus is placed on sustainable urban design. The strategy includes a new city park, greener streets and public squares, and low-traffic areas prioritising walking and cycling. Climate-adaptive measures such as water management systems and urban greening aim to change a grey, industrial zone into a lively, collaborative district in the centre.
Alongside housing, the plan includes workspaces, education and cultural facilities, retail, and hospitality. Several developments are already underway, with the municipality working alongside developers and investors to guide further growth.

The project design by architectural office cepezed is a transformation of the former Shell office at 75 Oostduinlaan, which had long been part of the Shell campus in the stately Benoordenhout district. The 1968 ensemble was originally designed by H.E. Oud, son of the well-known modernist architect J.J.P. Oud.

The architects have converted a building, completed only in 1992, which was a keystone for an administration hub grew near the city’s central railway station. They have pared back a brilliantly conceived but cluttered structure and creating a platform for a more flexible bureaucracy.
