Homes England flagship project underway in Plymouth
Homes England has appointed Cognition Land & Water Ltd as contractors for one of the largest demolition contracts this year in the Southwest, which is a major step forward in delivering new homes at Coypool Park in Plymouth.
The former Marsh Mills China Clay Drying site contains 30,000sqm of large derelict buildings and hazardous materials. On the back of detailed technical work carried out by Tibbalds CampbellReith JV, Homes England secured detailed planning consent for demolition works and has appointed Cognition to undertake the contract to make the site safe and to clear the way for redevelopment of the site for up to 550 new homes, community facilities and 11.5 hectares of woodland.
LDA Design is leading the planning and masterplanning for redevelopment, including proposals to improve the quality of the woodland which will be used creatively for recreation, habitat improvement and to define the character of the new development.
Paul Britton, Senior Development Manager at Homes England, said: “Coypool Park is our flagship housing project in Plymouth as it redevelops a derelict site and will deliver much needed housing that is enhanced by its woodland setting whilst being only a 15 minute bus ride into the City Centre. I am therefore delighted to be taking this major step in preparing the site.”
Homes England will continue to consult stakeholders and local residents about development proposals over the coming weeks ready for an Outline Planning Application to be submitted in July 2019.
CampbellReith is an independent engineering practice providing structural, civil, environmental, geotechnical, highways and transport services from five UK offices and overseas. Established in 1960, the practice works in a broad range of sectors: schools, hospitals, commercial buildings, hotels, sports and leisure centres, defence establishments, large-scale regeneration projects, industrial and infrastructure, student accommodation and high-rise residential schemes.

Charlie Jarvis, project manager, Cognition Land and Water, commented on the appointment: “We are delighted to have secured the Coypool project with Homes England. It is really rewarding to be selected on a tender where we can use our demolition and remediation expertise together with experience gained working within various nuclear facilities.
We haven’t worked with Homes England since they were HCA so this is a great win for us. Timing and planning are always key with these projects and so having a specialist team available at the right time really helped our case. We look forward to working with both Tibbalds Campbell Reith and Homes England on this exciting opportunity.”
Cognition Land and Water are one of the UK’s leading remediation contractors. They have an extensive portfolio of completed projects across many sectors including housebuilding, commercial development, Tier 1 contracting, the nuclear industry and the chemical and pharmaceutical sector.
Services include: standard remediation techniques such as complex sorting, bio remediation and stabilisation; specialist techniques including permeable reactive barriers, soil washing and thermal desorption; groundwater and in-situ treatment systems; materials management, pre-construction services and budgets and validation reporting.
