RÉINVENTER PARIS
Presentation
On November 3, 2014, at the Pavillon de l’Arsenal (4th), Anne Hidalgo, Mayor of Paris, launched one of the most important urban planning projects of the mandate and one of the most ambitious international architectural competitions and innovation: Reinventing Paris.
The Call for Urban and Innovative Projects (APUI) covers 23 sites, distributed throughout the territory, with very different profiles. The goal is to make the most of the spirit of innovation – “Do it better and differently” – to reinvent it, transform it and give it a second life. Tomorrow, cities will no longer think the same way, and will no longer build the same. Reinventing Paris places our city at the forefront, and makes it a pioneer.
Until the end of January 2015, the City of Paris collected expressions of interest. They were extremely numerous since 815 applications – from all over the world – were received. The successful candidates then had access to all the useful data on the sites on which they wished to work, in order to be able to develop their projects. The initial offers were submitted in spring 2015.
In the summer, the selection board decided to select 75 projects. The finalists were then able to rework their projects, and the final offers were submitted in winter 2015. A jury made up of elected officials from the majority and the opposition, and international experts from all walks of life – town planning, innovation – met in January 2016 to examine the projects and designate a winner for each site. On February 3, 2016, at the Arsenal Pavilion, Anne Hidalgo, Mayor of Paris, announced the winners.

Our wish is to offer a building whose design is innovative in terms of construction as much as in its use. The particular challenge of this site is to demonstrate that we can carry this ambition while respecting the current building and its remarkable architecture.
Our reflection led us to favor an innovative concept dedicated to colocation and coworking (shared workspace), in a bioclimatic and ecological building giving pride of place to collaborative and participative principles.
The project objectives were defined by the design team by considering the well-being of the future occupants of the building and taking into account the aspirations of the inhabitants of the neighborhood. They favor the enhancement of the existing heritage by preserving the emblematic part of the bathhouse building, as part of a gentle densification of the plot.
We offer a harmonious urban integration, characterized by the greening of the heart of the block, which provides real breathing and significant added value to the district.
In addition, the innovative collaborative program dedicated to colocation and coworking guided us towards a reinvention of the architecture of Parisian housing linked to contemporary uses. Finally, this project brings an exemplary environmental approach for a reduced ecological footprint.
These different objectives are embodied in the organization of the building, in its bioclimatic layout, its wooden structure and its green facade. This facade, which combines aesthetics and utility, creates intimacy and brings freshness in summer.
It stages the existing building, while claiming contemporary and innovative architecture. Finally, it is collaborative and symbolically represents “living together” at the heart of the project.
These very ambitious objectives have led us to develop six main innovation points, which mark a strong commitment of the project to the future:
• a new building dedicated to colocation
• a renovated building dedicated to coworking
• an innovative plant façade showcasing the heritage
• a bioclimatic building and Climate Plan
• a high-tech experiment: solar lighting by optical fiber
• the tallest wooden structure residential building in France

Reinventer Paris Jury
Jury Members for Reinventer Paris
TÉMOIGNAGES DE MEMBRES DES JURYS
Manuel Aires Mateus, architecte (Portugal)
“Reinventing Paris was a way of reflecting on this beautiful city and its historic and contemporary value. It also testified to the desire to keep it alive, adapted and appearing as an example of the value of the overlapping of times on the quality of a metropolis.”
Gilles Babinet, entrepreneur (France)
“Without a doubt, the City of Paris seeks to change the way the most important decisions are made. Thinking about 21st century urban planning, in which the digital, the environment, the circular economy and new forms of work fit harmoniously and effectively: this is the challenge that the international consultation Reinventing Paris took up. We can only welcome this approach.”
Dickson Despommier, microbiologiste / écologue
(Etats-Unis)
“Being a member of a Reinventing Paris jury was a rare opportunity for me to influence the life of such an emblematic and dynamic city. I was fully committed from the time I received the invitation until I got home, the competition ended. This experience has already become one of the most significant and significant moments of my professional life.”
June Komisar, researcher (Canada)
“Reinventing Paris has brought out ideas that showcase ingenuity and include a diversity of stakeholders and innovators. This call for projects should be a source of inspiration for developers, architects, engineers and town planning managers in all major cities.
As a professor of architecture, I am impatient to show these projects, once published, because they demonstrate how innovative solutions can be both respectful of neighborhoods and existing buildings, while serving environmental issues.”
Joe Nasr, expert in urban agriculture (Canada)
“The Reinventing Paris competition was a revelation for me, because it showed that a city can detach itself from the idea that the surplus of goods is just a burden to be eliminated, strictly for financial purposes. In reality, unused goods can be an asset, leveraged to bring about change and innovation.
The competition has generated creativity. I hope other cities, including my city, Toronto, can learn from and learn from this experience.”
Anne Speicher, architect (France)
“The diversity of the candidate teams, projects, montages, responses and approaches to innovation testified to the commitment and the implication of the whole society, source for me strong emotions. As an architect, I was also impressed by the competence and the overall performance of the jury, despite coming from completely different universes – mathematicians, politicians, entrepreneurs, researchers, etc. – and its unambiguous desire to do the best choice for Paris!”
Reinventer Paris
Reinventer Paris Building designs:
“Paris has to reinvent itself every moment”.
Anne Hidalgo, Mayor of Paris
“A city like Paris must be able to reinvent itself at every moment in order to meet the many challenges facing it. Particularly in terms of housing and everything relating to density, desegregation, energy and resilience. It is important in today’s world to find new collective ways of working that will give shape to the future metropolis.
We are launching this call for innovative urban projects in order to prefigure what the Paris of tomorrow might be. Each team is invited to present its ideas on how to bring added vitality to exceptional Parisian sites. The winners will then be able to purchase or rent the terrains in order to carry out their projects while simultaneously conducting an urban experiment on an unparalleled scale.”
Jean-Louis Missika,
Deputy Mayor of Paris in charge of town planning, architecture, the Greater Paris projects, economic development and attractiveness:
“First of all innovation in terms of usage, designing pluralistic buildings that are adaptable and intelligent. The rapid changes in city life styles call for innovation in ways of living, revealing shared and user-friendly spaces, in ways of working, thanks to co-working, teleworking, incubators of a new kind, and in ways of doing business, with shared showrooms, fablabs and ephemeral shops. Invent new services adapted to the health and ageing demands of Parisians.
Paris is facing massive environmental challenges that call for original solutions. Buildings demonstrate environmental innovation by revolutionizing energy production, consumption and recovery. By interacting intelligently with their block and the whole city, by integrating ecological materials, by experimenting with innovative planting and by achieving the target of “zero waste, zero carbon”.”
