ADAM Architecture wins planning for sustainable country house under new NPPF para 55
Nigel Anderson at ADAM Architecture has won an appeal for an unusual new ‘NPPF Para 55’ country house in Hampshire.

ADAM Architecture is one of the first practices to win planning permission, after appeal, under the new National Planning Policy Framework, paragraph 55 – the replacement to the Planning Policy Statement 7 (PPS7) which allows the building of new country houses that are of ‘exceptional quality or innovative design’.
The highly sustainable new house will quite literally be constructed from its site, genuinely ‘rooting’ the dwelling in its setting. It will be constructed using many innovative and sustainable materials and construction techniques. The house will be appropriately sized, discreet and to scale for the site.
The main walls will be stabilised rammed earth construction, a modern derivative of cob construction from material sourced on site; and the roofs formed of part rubber roof tiles from recycled tyres and part grass roof both renewable resources with ecological and thermal insulation benefits, as well as rooting the building in its site.
Earth-filled recycled tyres would be used for the foundations and the heating and cooling provided by renewable energy, ground source heat pump and solar water heaters.
The Planning Inspector, Malcolm Rivett, commented in his report, “I agree with the Architects Panel that it would be the quality of architecture which has the potential to raise the standard of design in the area. That it would not have the typical appearance of a house is, to my mind, integral to its architectural quality.”
His report continued that the scheme “could be an exemplar for sustainable development elsewhere, including smaller scale individual properties and more mainstream, multiple dwelling schemes.”
