The commission followed two architecture competition entries OMA submitted to the Internationale Bauaustellung in 1981.
The program includes 26 apartments which occur as three types:
1. Penthouses
2. Three floors of flats which are reached from a double-height gallery
3. Garden access maisonettes.
The apartments sit on a podium above the new checkpoint facilities for customs workers and Allied forces. The building was completed shortly after the Berlin wall came down.

OMA – Dutch architecture studio led by architect Rem Koolhaas
Another Berlin building by Rem Koolhaas is the Embassy of the Netherlands, which opened in 2004. Koolhaas’s design for the Dutch Embassy won the Architekturpreis Berlin in 2003 and the Mies van der Rohe Award for European Architecture in 2005.
Remment Koolhaas was born in 1944 in Rotterdam, Netherlands. His maternal grandfather, Dirk Roosenburg, was a Modernist architect who worked for Hendrik Petrus Berlage, before opening his own architecture practice. Rem Koolhaas’ family lived consecutively in Rotterdam (until 1946), Amsterdam (1946–52), Jakarta (1952–55), and Amsterdam (from 1955).
Koolhaas studied at the Architectural Association School of Architecture in London, UK, and at Cornell University in Ithaca, New York, USA. He is the founding partner of Dutch architects studio OMA, and of its research-oriented counterpart AMO based in Rotterdam, the Netherlands. In 2005, he co-founded Volume Magazine together with Mark Wigley and Ole Bouman.
