On November 29, Moscow summed up the results of the All-Russian architectural competition with International Participation for Tourist Area Development “New Anapa”.
In the Coordination Center of the Government of the Russian Federation in Moscow, the final meeting of the jury of the Open All-Russian competition with international participation for the development of architectural, planning and urban planning solutions for the future tourist territory “All-Russian beach family resort “New Anapa” (Krasnodar Territory, Anapa resort city) took place.
The proposals of three finalists of the competition were considered: consortia under the leadership of the architectural bureau “Studio 44”, the Institute “Mosinzhproekt”, the company “Creative Technologies” and a special participant of the competition – the student association “Studio 5”

As a result, the jury, chaired by Deputy Prime Minister of the Russian Federation Dmitry Chernyshenko, selected the project of the consortium under the leadership “Creative Technologies” as the winner of the contest. As part of the consortium: Creative Technologies (Moscow, Russia), Cronwell Hospitality Group (Saint Petersburg, Russia), Moscow Region Research and Design Institute of Urban Planning (Reutov, Russia), InfraVEB (Moscow, Russia).
Among the key evaluation criteria were the relevance and compliance of the submitted projects with the competitive tasks, as well as the depth and degree of their elaboration.
The winner’s proposals will become the basis for creating the appearance of the future resort city “New Anapa”. The original architectural solutions of the other finalists of the competition will also be taken into account when developing a master plan for the future resort.
“The resort “New Anapa” should become a catalyst for positive changes in the industry and be focused on family spa holidays. This is the most important project entrusted to us by Russian President Vladimir Vladimirovich Putin,” said Dmitry Chernyshenko, Deputy Prime Minister of the Russian Federation, Chairman of the Jury of the Competition.
“The master plan will be developed and submitted to the members of the government sub-commission for consideration in the first half of 2024. As a result of the development of the master plan, more than 100 investment lots will be formed for both large investors and representatives of small and medium-sized businesses. Among the lots will be hotels, catering outlets, entertainment, business, educational and service infrastructure,” said Sergey Sukhanov, General Director of “Corporation Tourism.RF”, member of the Competition Jury.
A total of 50 applications (from 19 individual applicants and 31 consortia) were submitted for the competition in the “Professional Participant” category. To participation in competition were allowed 149 companies from 34 cities and 11 countries, including Russia, Germany, Denmark, Egypt, Iraq, Spain, Mexico, Portugal, Turkey, Saudi Arabia and the United States. 11 applications from 69 contestants from 18 cities and 11 higher educational institutions of Russia were submitted in the category “Special Participant”.

New Anapa Seaside Family Resort Competition Session
On October 19, an interim working session will be held in Moscow at the Analytical Center under the Government of the Russian Federation for the finalists of the Open All-Russian Competition with International Participation for the development of architectural, planning and urban planning solutions for the development of the future tourist territory of the project “All-Russian Family Beach Resort “New Anapa”.
The finalists and a special participant will present the preliminary results of the work to the members of the jury, the expert council and representatives of the customer. Based on the results of the presentation, each team will be sent a list of recommendations received during the session, which the finalists will take into account in further work on competitive proposals.
Recall that at the installation session, which was held in the Krasnodar Territory in September, the finalists met with representatives of the executive authorities and the expert community of the resort city of Anapa and the Krasnodar Territory. Representatives of the consortia received individual expert consultations on the results of the presentation of conceptual proposals based on the results of the competitive task.

New Anapa Seaside Family Resort Design Competition Finalists
The Jury of the Open All-Russian Competition with International Participation for Architectural and Urban Planning Solutions for the Future Tourist Area “New Anapa Family Resort” (Krasnodar Territory, Anapa Resort) selected the finalists in two categories.
In the Professional Participant category the finalists are:

The Jury headed by Deputy Chairman of the Government of the Russian Federation Dmitry Chernyshenko met at the Mosstroyinform Convention Center in Moscow on August 17.
The portfolio of the consortium under the leadership of Studio 44 LLC includes, among others, the education center for gifted children Sirius in Sochi (accomplished), upgrading Vasilevsky Island sites in St. Petersburg (ongoing), and the year-round Lagonaki resort bordering the Republic of Adygea and Krasnodar Krai (ongoing).
The project record of the consortium under the leadership of the engineering holding Mosinzhproekt LLC includes, in particular: Krasnaya Polyana resort in Sochi (ongoing), Primorye entertainment resort in Vladivostok (accomplished), Tobolsk tourism master-plan, the Attraction Park in Magnitogorsk, and the National Space Center, an aerospace cluster in Fili in Moscow (ongoing).
The relevant experience of the consortium led by Creative Technologies LLC includes the Grand Hotel Derbent hotel complex (accomplished), as well as work in progress on the Kayakent resort on the Dagestan shore of the Caspian Sea, and the Crimean Riviera residential area in Kerch.
A student team in the Special Participant category, Studio 5, had previously worked on the projects in Moscow (urban forest design; reconstruction of the 5th quarter in the historic district of Kitai Gorod), as well as in Yekaterinburg (Polyana) and Sevastopol (Inkerman pit) and are recognized for their awareness of social and ecological responsibility agenda.
Following the invitation campaign, 50 applications were submitted from 19 individual applicants and 31 consortiums in the Professional Participant category. Altogether, 149 companies from 34 cities in 11 countries, including Russia, Germany, Denmark, Egypt, Iraq, Spain, Mexico, Portugal, Turkey, Saudi Arabia and the USA, were qualified to participate in the Competition.
In the Special Participant category 11 applications were submitted from 69 participants from 18 cities and 11 higher educational institutions of Russia.
Dr. Chen Hong, a member of Jury, who is also Head of Master Planning and Urban Design at RSP Architects Planners & Engineers, and Managing Director of the Planning and Design Center in Hangzhou (China), commented the results of the open call: “Given the strategic location and bold vision, the project has attracted great attention from professional and academic community worldwide to pursue NEW development approach for NEW ANAPA, which is not just an important national strategy to boost tourism industry but also a meaningful topic with crucial environmental, economic, and social sensitivity in contemporary context, challenging the finalists for to an in-depth discovery”.
“Personally, I firmly believe that such a virgin land between sky and sea calls for a tender and respectful attitude throughout the whole planning, design and development process. A Family Resort here would be a beautiful encounter to celebrate the intimacy between humans and nature. On the one hand, Software is as important as Hardware. How to capture the unique spirit of the land and enhance its value from economic, environmental and social perspective to ensure resilience in the long run is a challenge, especially how to develop an industrial ecosystem centered on tourism yet well diversified to extend the value chain and lead to a live-work balanced model community is worthy attention.
On the other hand, Less is More. How to develop a dynamic, organic urban system and structure to better cater for all activities and facilities to meet the future population profile and quality lifestyle without sacrificing the rustic charming of the land where nature is in dominance. Just share a few points for consideration in the next stage of the competition” – Ms. Chen called on the finalists.
At the next stage of the competition, the finalists will receive a detailed technical task. On September 18 to 21, the teams will make a familiarization tour of the competition area in Anapa.
All-Russian New Anapa Seaside Family Resort
The All-Russian Seaside Family Resort New Anapa will be built in Krasnodar Krai in the vicinity of the Bugazsky plait, and span over 1,806 hectares. The estimated hotel capacity of the new year-round resort will rise up to 25,000 rooms. The competition was initiated by Tourism. RF Corporation JSC.

New Anapa Seaside Family Resort Design Competition Longlist
Moscow, July 17 — Call for applications to participate in the Open All-Russian Competition with International Participation for Architectural and Urban Planning Solutions for the Future Tourist Area “New Anapa Family Resort” (Krasnodar Territory, Anapa Resort) expired on July 13.
Tourism.RF Corporation JSC is the organizer of the competition on behalf of the Government of the Russian Federation. Ultimately, the best solutions will be used for tourist area design development.
As a result of the invitation campaign, fifty applications from the professional community were considered fit for assessment, of which 19 were put forward by individual applicants and 31 by consortia, which included 130 companies. In total, 149 companies from 34 cities in 11 countries, including Russia, Germany, Denmark, Egypt, Iraq, Spain, Mexico, Portugal, Turkey, Saudi Arabia and the USA, will run in the competition.
Overall, the organizing committee received 227 registrations from 14 countries, including Russia, Armenia, Egypt, Indonesia, Spain, Kazakhstan, China, UAE, Pakistan, Rwanda, Turkey, Uzbekistan, Montenegro and Sri Lanka.
Within the Special Participant category, 11 applications were received, totaling at 69 participants from 18 cities and 11 higher educational institutions across Russia. Among the contestants are the student teams from the Higher School of Economics (Moscow), Moscow State University of Civil Engineering (Moscow), St. Petersburg National Research University of Information Technologies, Mechanics and Optics (St. Petersburg), St. Petersburg Mining University (St. Petersburg), St. Petersburg State University of Architecture and Civil Engineering (St. Petersburg), Kazan State University of Architecture and Civil Engineering (Kazan), Moscow Institute of Architecture (Moscow), College of Architecture and Construction No. 7 (Moscow), Academy of Architecture and Arts of the Southern Federal University (Rostov-on-Don), Don State Technical University (Rostov-on-Don) and the State University for Land Management (Moscow).
On August 17, the Jury chaired by the Deputy Prime Minister of the Russian Federation Dmitry Chernyshenko will select three finalists and one special participant, who will continue their work on competition proposals.
On September 11 – 15, the finalists will visit Anapa on a familiarization tour within the framework of an introductory seminar.

Tourism.RF Corporation JSC was stablished on 12.18.2020 on behalf of the Chairman of the Government of the Russian Federation Mikhail Mishustin, to develop domestic and inbound tourism within the frameworks of the Tourism and Hospitality Industry National Project. Tourism.RF is implementing complex investment projects, developing tourist infrastructure across Russia, and in joint effort with the regional authorities is engaged in shaping tourist clusters in the country, as well as investing in the development of infrastructure using public-private partnership principles.
Open Russia nation-wide competition with international engagement for the development of architectural and urban territorial planning solutions for New Anapa Seaside Family Resort.
The competition is held in the service of the Government of the Russian Federation with the support of the Ministry of Natural Resources and Ecology of the Russian Federation, the Ministry of Economic Development of the Russian Federation, and the Ministry of Construction of Russian Federation.
Open call was launched on June 13, 2023.
Initiator: Tourism.RF Corporation JSC.
Operator: Agency for strategic development CENTER LLC.
Goal: select best architectural and UTP solutions for future tourist area.
Participants: professional organizations in the field of design and architecture, urban territorial planning, public space concept development, master planning, which are capable to enlist external expertise in landscape and graphic design, as well as in economics, and finance.
Special participant: a team of students, whose application will be top-rated in the category, will be granted a special place in Stage 2 of the Competition.
Competition area: 930 hectares.
Prize Pool: 18 million rubles.
The winner will be announced at a press conference on December 1st, 2023.
The results of the competition will be presented to the public on December 8th, 2023.

Installation webinar for potential participants of this architectural competition
New Anapa Seaside Family Resort Competition
An installation webinar for potential participants of the Open Russia nationwide competition with international engagement to develop architectural and urban planning solutions for New Anapa Seaside Family Resort took place on June 27 via Zoom platform.
The target audience of the webinar comprised 165 potential participants of the competition representing Russian and international architectural and UTP bureaus. The event was held in Russian language, simultaneous translation into English was provided for international architects.
A line-up of presenters included:
– Vyacheslav Shashkin, a representative of the Competition Organizer, Director of the Departments for master-planning and territorial development, JSC “Corporation Tourism.RF”.
Mr. Shashkin spoke of the key principles of sustainable development of the tourist territory: safeguarding natural environment; preserving cultural heritage; generating territorial scenarios; applying “green” architecture principles; engineering preparation of land; saving energy and developing landscape design solutions. In closing, Mr. Shashkin put forward a project roadmap and investment support mechanisms.
– Sergei Georgievskii, representative of the Competition Operator, co-founder of the Agency for Strategic Development “CENTER”.
Mr. Georgievskii described the goals, objectives, format and schedule of the competition; outlined the requirements for participation; defined the concepts of “finalist” and “special participant”. Mr. Georgievskii also underpinned the eminent position of the members of Jury and Expert Council.
– Tatyana Obabko, Head of Resort Territories Urban Development Section, Department for Architecture and Urban Planning of Krasnodar Krai.
Ms. Obabko presented an overview of preferred specialization profiles for year-round tourism in Krasnodar Krai, as well as emphasized the premises for Anapa health resort capacity building, which include natural environment factors, a combination of mountain, sea and steppe climate types, naturally ionized air, unique coastline quartz sand, deposits of therapeutic mud and mineral water of four balneal groups. In conclusion, Ms. Obabko quoted instances of overtourism that occurred in popular international seaside resorts, and predicated a need to avoid the degradation of ecosystems and negative effects on the quality of life of local residents, associated with overtourism.
– Irina Akutova, Senior Director of Hotel Business and Tourism, Commonwealth LLC.
Ms. Akutova spoke of the socio-economic indicators of the competition territory; run through the infrastructure facilities, including for tourism, power supply, public utility, communication? connectivity and other service support infrastructure. Ms. Akutova cited successful examples of resort area development in Russia and internationally. Having described travel target audiences in recent years, Ms. Akutova underlined a perspective change in traveler’s social portrait upon implementation of the project in 2032.
– Tatyana Terekhova, head of regional development workshop, Moscow General Plan Institute,
spoke in detail about the terms of reference and application requirements.
– Yana Ness, leading analyst, International Urban Design Laboratory CENTER Lab, described criteria for evaluating competition proposals, which include relevance, content validity, feasibility of the concept, and a record of successfully implemented projects.

New Anapa on the Black Sea design competition
An open call is launched to develop architectural and urban planning solutions for New Anapa Family Resort on the Northern coast of the Black Sea, Krasnodar Krai in the South-West of Russia.
A perennial seaside family resort New Anapa will rise in the vicinity of Blagoveshchenskaya village, 25 km from Anapa city. Rich natural landscape includes a 17-kilometre sand bar along warm shallow water marine environment.
Tourism.RF Corporation will implement the project.
The design competition area spans 930 hectares. The territory under survey takes up 1,806 hectares.
The Prize Pool is Rouble 18 Million.
The deadline for the submission of applications is July 13.
The goal of the competition is to identify the best architectural, territorial planning, urban design and development solutions to build up the tourist territory. Russian and international architects, urban design and UTP bureaus, multidisciplinary consortia are invited to participate.
New Anapa will ultimately provide an inclusive, safe, resilient and sustainable urban environment, a nexus between the sports, business and event tourism, to accommodate hotels of different types and levels of service as well as health resort facilities with a capacity of up to 25,000 rooms; a sailing center; a guest harbor to host 300 yachts and small vessels; a congress hall to hold exhibitions and public events; a festival site and a score of public and commercial areas.
Agency for Strategic Development CENTER is the operator of this new architecture competition.
