Introductory Seminar For The Finalists Of The Competition

A group of 50 architects will arrive in Grozny on July 10 – 12 to take part in the introductory seminar for the finalists of the Open call for the development of a master plan for the city of Grozny.

Business program includes a familiarization tour of the competition area, as well as meetings with the representatives of the executive branch, expert community and residents to consolidate the image of the city through the optics of different target groups.

Team’s kick-off meeting will take place at 09:00 (MSK) on July 10 at Boiling Point – Grozny coworking space, located at: 33, Subra Kishiev St. The event is also accessible for partners.

An open call for the development of a master plan for Grozny was launched on March 29, 2023.

On June 22, “Comprehensive assessment of the development potential of the city of Grozny, Chechen Republic” analytical research by the experts of the Agency for Strategic Development «CENTER» was published at Grozny master plan website, https://masterplan-grozny. Based on historically accumulated data and Agency “CENTER” expertise, the paper describes the current state of the city, terms of reference, strategic priorities of socio-economic development; as well as spatial analysis and infrastructure research. The research will serve as a major point reference in the making of competition proposals.

The winner will be announced following the Jury meeting on September 29, 2023.

The Jury of the Open international competition to master-plan Grozny met today to short-list three finalists:

Grozny Masterplanning Competition Shortlist

The Jury, chaired by the Head of the Chechen Republic Ramzan Kadyrov, included 20 experts in the field of architecture, urban planning, territorial development and digitalization from Azerbaijan, China, Qatar, Russia, United Arab Emirates, and the United Kingdom.

Over a 50–day open call campaign, the organizing committee received 123 registrations from 57 cities around the world, including 74 companies from 19 Russian cities. Architects from 24 countries in Asia, Australia, Europe, North Africa, and South America expressed an interest in participating in the competition.

The Jury analyzed 16 applications, six of which were from individual participants and 10 — from consortia with international affiliates; overall, 53 companies from 22 cities in 10 countries.

On May 30, the Expert Council thoroughly reviewed and assessed the applications.

Later in June, the teams of architects will arrive in Grozny to participate in the installation seminar, walk up the competition territory, meet the professional community, historians, culture study scholars, and public activists, for an immersion into the problematics of the city.

Competition proposals will be submitted for preview in September, the work will continue into the fourth quarter of 2023.

“The competition to develop a master plan for Grozny resonated with the international architectural community on four continents. We believe that the challenge of the first stage of the competition process has been successfully resolved, to uphold the image of Grozny as a modern, safe and open city”, — said Khas-Magomed Kadyrov, Mayor of Grozny. – “The top priority that the Government of the Chechen Republic assign to this task is reaffirmed by the fact that the competition Jury is chaired by the Head of the Chechen Republic, Hero of Russia Ramzan Kadyrov, an honorable successor to the constructive course of the First President of the Chechen Republic, Hero of Russia Akh-mat-Hadji Kadyrov”, — stressed the Mayor. — “Next, we expect to learn about the best practices in urban territorial planning, which other cities in the world with similar conditions pursue. We also anticipate meeting like-minded people with whom we will be working together on positive transformations. On our behalf, we have strengthened the architectural and urban planning team here in Grozny, so as not to rely entirely on external experience, but use the opportunity to amplify our own competencies”. “Congratulations to the finalists. “A multitude of the most brilliant ideas emerged in the context of the open international architectural and urban planning competition for the development of the master plan of Grozny. To wrap-up this round, the concepts which made their way into the next stage of the competition have been selected based on the success record of their authors, on practical implementation of urban planning ideas for sustainable development, they have garnered to date. These ideas make room for the long-term development of economic sectors that have top priority for the capital of the Chechen Republic. Exactly this set of criteria serves the basis for a high-quality master plan, a compre-hensive and strategic document”, – said Denis Filippov, Deputy Director General of DOM.RF.

At the Jury meeting, Khas-Magomed Kadyrov presented a badge of merit to Denis Filippov for the outstanding con-tribution to the delivery of projects in construction, housing and communal services, urban development, as well as an upgrade to the investment climate in Grozny. For this achievement, Denis Filippov was awarded the title of “An Honorary Citizen of the City of Grozny”.

Speaking of Grozny master planning, Her Excellency Dr. Aisha bin Buti bin Bishr, a global Urban and Smart Cities Mag-nate, the former Director General of Smart Dubai said: “In this remarkable architect competition, we witness a mani-festation of the Chechen Republic dedication to revolutionize urban planning and city architecture. It symbolizes their unwavering commitment to consolidating the institutional base while harnessing the collective efforts of the federal state and private sector investors to create cities that are efficient, safe, and prosperous”.

Sergei Georgievskii, co-founder of the Agency for Strategic Development CENTER, operator of the competition, spoke of the next steps: “Now the finalists will peruse the analytical research, Comprehensive Assessment of Groz-ny Potential for Development that we have prepared for them. Later in June, we will be meeting the teams in Groz-ny, at the installation seminar, when the architects would have an opportunity to walk up the competition territory, meet the professional community, historians, culture study scholars, and public activists, for an immersion into the problematics of the city”.

Application Deadline Closed Totalling At 123 Companies From 24 Countries

Moscow, May 22 — This is to announce the results of the registration period of the Open International Competition for the development of a master plan for the city of Grozny, Chechen Republic. The application deadline expired on May 19.

The competition resonated with the international urban design community in 24 countries in Europe, Asia, North Africa, Australia and South America.

The organizing committee received 123 registrations from 57 cities from across the world. Among them are 74 com-panies from 19 cities in Russia. The applicants include architects from Australia, Azerbaijan, Bangladesh, Brazil, China, Colombia, Egypt, India, Iran, Kazakhstan, Colombia, Kuwait, Mexico, Nepal, Philippines, Saudi Arabia, Spain, Syria, Turkey, United Arab Emirates, United Kingdom, Uzbekistan, and Yemen.

An application must contain information about the company or consortium, an essay describing the idea of the mas-ter plan, and a relevant project implementation portfolio. A number of applications, completed in compliance with the terms of conditions of the competition, totaled at 16, and included six individual participants and 10 consortia, all in all, 53 companies from 22 cities in 10 countries.

Over the registration period, applicants from different countries formed consortia among themselves to pool exper-tise from different areas of knowledge in order to ensure a holistic approach to urban territorial planning in Grozny.

On May 30, the Expert Council will analyze the concepts.

On May 31, the international Jury chaired by the Head of the Chechen Republic Ramzan Kadyrov, will short-list three finalists. Later in June the three teams will arrive in Grozny for a familiarization tour and foresight sessions with au-thorities, local expert community and residents, to embark on full-fledged competitive proposals.

An open call for master planning Grozny was launched on March 29, 2023.

The competition area spans 360 km². The prize pool amounts to 20 Million Roubles.

The competition is supported by the Government of the Chechen Republic, the Grozny City Administration, and DOM.RF, a Russian federal government program operator for urban development.

The Operator of the Competition is the Agency for Strategic Development CENTER.

The purpose of the Competition is to choose a par excellence master plan for the capital of the Chechen Republic, which will provide for the high quality of the urban environment, increase the efficiency of the territorial use, and ensure sustainable development of Grozny on a 20 – 30 year horizon.

Webinar for potential participants in Grozny masterplanning competition

Orientation Session For The Participants Of The Open International Architectural And Urban Planning Competition For The Development Of Master Plan For Grozny, Chechen Republic, Russia

Orientation session within the frameworks of the international competition for master-planning Grozny will take place at 16:00 (UTC+3) on Thursday, April 27 via Zoom.

The webinar will advise potential participants of the competition territory, scope of work, technical requirements, and application processes and procedures. Presentation will be followed by Q&A session.

The guest speakers will include:

An open call for master planning Grozny, Chechen Republic, Russia, was announced at the press conference that took place at the Chechen State Television and Radio Broadcasting Company later last week.

In his keynote address, the Mayor of Grozny Khas-Magomed Kadyrov underscored the relevance of introducing Chechen Republic to international investors as a bona fide partner in long-term business alliances. «Grozny is currently pursuing over 120 investment projects”, – said Khas-Magomed Kadyrov. “Further progress will depend on how swiftly Chechen Republic will be able to engage with the international business community. We will contribute to the process by transforming Grozny into a financial, trading and industrial hub, by forging partnerships with the Middle Eastern countries, and by adopting and amplifying the best practices in good governance, education, recrea-tion and agriculture sectors”.

DOM.RF, a Russian federal agency for mortgage services and urban development, delivers funding in support of the formidable goal. Speaking via videoconference call, Anton Finogenov, director for urban development at DOM.RF, highlighted the key role the regional programs for improving housing quality play in meeting the National Housing and Urban Environment Project performance targets. Mr. Finogenov praised Grozny for reaching the target indica-tors successfully. «A master-plan is a comprehensive strategic document correlating urban design with economic development of the territory, guiding future growth and development», – said Anton Finogenov. – «We see a huge potential in Grozny as a learning hub, a liaison between Russia and the Islamic world, and the core of regional business and trade».

The competition terms and conditions, as well as the timeline were covered in detail by Sergei Georgievski, a co-founder of the Agency for strategic development «CENTER», a Competition Operator. «We have been working on projects of varying scale in 95 cities in over 60 Russian regions», – said Sergei Georgievski. – “Each and every one of them used to have a unique mixture of charms and challenges, obviously. However, it is for the first time in five years that we organize an international competition for urban master planning. It is in fact an open call for cross-sectoral pools of expertise, specializing in UPT. As of today, detailed requirements and other related information is available online in Russian and English languages».

Open international architectural and urban planning competition for the development of the master plan of Grozny, Chechen Republic, Russia

An open call for master planning Grozny was launched on March 29, 2023. The action is supported by the Govern-ment of the Chechen Republic, Grozny Mayor Office and DOM.RF, a Russian federal government program operator for sustainable urban development.

The site covers 360 square kilometers and includes both the city and the municipal okrug.

The Prize Pool is 20 Million Ruble.

Deadline for submission of applications is May 19.

Applications from international urban design bureaus are accepted electronically at the competition website, availa-ble in Russian and English languages. The website also features the Statement of Work, the Jury panel, the Expert Council, and the competition timeline.

On May 31 the Jury will select three finalists, who will continue working on strategic urban planning, calibrating their ideas for technical adjustments from the Expert Council.

DOM.RF is a federal financial agency for housing sector development, whose task is to implement government initia-tives in improving the quality and affordability of housing, as well as building comfortable urban environment; refine and scale good governance practices in the housing sector; propose amendments into regulations, concepts, strate-gies and methodology, to update the sectoral legal framework. GROZNY, CHECHEN REPUBLIC

Grozny, the capital city of the Chechen Republic, is located in a valley 80 kilometers north of the main range of the Greater Caucasus Mountains, alongside the River Sounzha, a right-bank tributary of the Terek, in a position of a geostrategic value to Russia.

Throughout 200 years of its history, the city has alternately been an outpost, a ground for fierce bat-tles, a railroad hub, a performance excellence champion in oil and petrochemical industries, machine manufacturing, and agri-food production. In early 2000 the city, guided by new leadership, embarked on a path of economic upgrade. A strong demand for peace within the society, consolidated by good governance and steady funding have worked miracles for Grozny, which re-emerged as a cultural and economic center of the North Caucuses in just under 20 years.

CHECHEN REPUBLIC

Chechen Republic is located in the North Caucuses region within the Russian Federation. A sparsely populated territory of 16 100 square kilometers spans several climate belts, from desert to flatlands to mountain peaks, alpine meadows to perennial snowfields, and is rich in mineral and water re-sources. Architectural heritage includes astonishing castles and cable-braced bridges poised atop mountain peaks and among cliffs on dizzying heights, undamaged for centuries. Purely decorative mosaics and frescos on their walls juxtapose stone lace, wood carving and entresol which performed function of shock absorbers during devastating earthquakes. They represent a model of coexistence once negotiated between man and nature, and serve a well of knowledge of ancient engineers and craftsmen, the vaiknaks, to tap from.

SOCIAL AND ECONOMIC DEVELOPMENT

The strategic plan was adopted by the Government of the Chechen Republic in March 2020 to make use of the competitive benefits of the region, identify drivers for sustainable economic development, promote trade and commerce, attract international investment, and boost living standards and quali-ty of life. Urbanization and territorial planning are set as top priorities in the Strategy, with a special emphasis on the development of Grozny as an international commercial and argi-food industrial hub connecting to Middle East.
