On a hilltop site overlooking New York Harbor, the new Staten Island Courthouse designed by Susan T. Rodriguez/Ennead Architects has a distinct presence on the St. George skyline, commanding views to and from New York harbor. Four copper-clad “towers of justice” catch the morning light, creating a symbol of the judiciary for the 21st century.
This new state-of-the-art facility houses the New York State Supreme Civil and Criminal Courts, lower Criminal Court and related agencies.
The project has transformed an existing 4-acre municipal parking lot into a new urban center, extending the network of civic buildings in the area to fill a significant void within the urban fabric of St. George. Archeological investigation into the history of the property as a 19th-century quarantine hospital uncovered a burial ground at the northern end of the site.
This has been commemorated with the creation of a Memorial Green – a new civic landscape framed by the Courthouse, Borough Hall, the New York Public Library and the Staten Island Theater.
The Courthouse presents two distinct faces to the city; primary public spaces face east. The copper-clad court towers are unified behind a transparent glass curtainwall that features views of the harbor and the Verrazano Narrows Bridge and admits sunlight into the primary public zones of the building.
The design fulfills the modern programmatic requirements of the court, including fourteen court sets, prisoner holding spaces, jury assembly, judges’ chambers, satellite space for Richmond County District Attorney and NYPD, the County Clerk’s office, a law library, attorneys’ lounge and administrative support spaces.
Sustainable design principles have informed the design of the site and building. Highlights include extensive integration of green roofs to minimize heat island effect and storm water run-off, maximized daylight and views throughout the building, on-site stormwater retention, high performance envelope assemblies, locally sourced and natural materials, as well as energy efficient systems and controls. The building is designed to achieve LEED silver certification.
