La Grande Mosaique, MVRDV selected to transform 600ha former industry in Caen, Normandy
Rotterdam, May 1st, 2013. SPLA, the public development agency for the transformation of the Presqu’ile de Caen, has chosen MVRDV out of 3 competitors to transform the 600ha area consisting of former industry and ports. The MVRDV plan envisions the future of Caen Presqu’ile as a collection of gardens surrounded by intensified urban area. It envisions Caen as attractive city with a connection to the sea whilst interventions improve landscape, environment, mobility and connections. The project is planned to last ten years or longer.
MVRDV extended the scope by widening the transformation area beyond the geographic boundaries of the peninsula and sketching a vision also for the adjacent areas. The resulting plan titled ‘La Grande Mosaique’ is strongly based on respect for the existing structures and foresees in realistic, careful and friendly urbanism. A large number of small yet well coordinated interventions results in a gigantic mosaic which creates new qualities on an urban scale. Projects proposed are: Transformation of former factories into a collection of gardens, a highly connected mobility plan based largely on ‘soft’ traffic, a number of new pedestrian bridges, a re-reconstruction of the city centre which was rebuilt after the Second World War in a rush and an improved connection to the sea. This ambition, titled ‘Caen la Mer’ is symbolic for the plan which is defined by the small scale interventions that result in a large scale structure vision.

Caen Presqu’ile starts near the historical centre of Caen and follows the valley of the Orne which connects the city to the sea, not far from the D-day beaches. The MVRDV plan for the 600ha brown fields is a structure vision extending over the city of Caen and the towns of Mondeville and Hérouville Saint Clair. The transformation carries the ambition to fundamentally enhance attractiveness of Greater Caen. The project will take over a decade yet a number of projects for the Presqu’ile has already been started, such as the new multimedia Library (by OMA) and a regional High Court (by BE Hauvette and Pierre Champenois).
“We have unanimously chosen the most impressive plan” said Philippe Duron, mayor of Caen, who said that the jury liked the “fresh view” on urbanism. The MVRDV team won the competition from François Leclerq with JDS and Djamel Klouche with AUC/SLETH.
MVRDV collaborated with co-architect Diagram, Pro Developpement urban programmers, landscape architect Territoires, sustainability and engineering consultant IOSIS and urban strategist Philippe Cabane.

La Grande Mosaique: MVRDV geselecteerd voor visie op 600ha stedelijke transformatie Caen, Normandië
SPLA, het ontwikkelingsbedrijf van de Presqu’ile de Caen, heeft de visie van MVRDV gekozen om voor de 600ha voormalige havens en industrie te ontwikkelen. Het plan van MVRDV won van twee andere visies en ziet het schiereiland van Caen veranderen in een collectie van tuinen omringt door verdichte stadsdelen. Het plan voorziet investeringen in landschap, milieu, mobiliteit en verbindingen die de stad voor bewoners en ondernemingen aantrekkelijker zullen maken. Het project gaat tien jaar of langer duren.
MVRDV is het project aangegaan door eerst de opgave te verruimen en het omringende stedelijke gebied buiten de geografische grens van het schiereiland mee te nemen in de plannen. Het resultaat is La Grande Mosaique, een plan die de bestaande structuur van het gebied respecteert en voorziet in realistische, menselijke en vriendelijke stedenbouw: Een groot aantal kleinschalige maar goed gecoördineerde interventies vormen samen een grootschalige stedelijke visie. Tot de concreet voorgestelde projecten horen: transformatie van fabriekruïnes in tuinen, een mobiliteitsplan met voorrang voor openbaar vervoer, fietsers en voetgangers, een aantal nieuwe bruggen, een verdichting van het stadscentrum dat na de Tweede Wereldoorlog in haast werd herbouwd en een verbeterde verbinding met de zee. Deze ambitie, met de titel ‘Caen la Mer’, staat symbool voor de vele kleine interventies die uiteindelijk een gezamenlijke ambitie hebben.
Caen Presqu’ile begint in het historische centrum van de stad en volgt de rivier Orne in richting van de stranden waar de geallieerden op D-Day zijn geland. Het MVRDV plan voor de 600ha voormalige industrieën is een structuurvisie die over de gemeentegrenzen van Caen, Mondeville en Hérouville Saint Clair strekt. Het project met de ambitie om de aantrekkelijkheid en leefbaarheid van Caen en omstreken te verbeteren zal waarschijnlijk meer dan tien jaar duren maar er is iondertussen een begin gemaakt met de ontwikkeling van een nieuwe regionale bibliotheek (door OMA, Rem Koolhaas) en een arrondissementsrechtbank (door BE Hauvette en Pierre Champenois).

“Wij hebben unaniem voor het meest indrukwekkende plan gekozen.” Zegt Philippe Duron, burgemeester van Caen die onder indruk was van de ‘verfrissende’ stedenbouw. MVRDV won de wedstrijd van François Leclerq met JDS en Djamel Klouche met AUC/SLETH.
Bij het plan zijn naast MVRDV ook co-architect Diagram, Pro Developpement, landschapsarchitect Territoires, ingenieursbureau IOSIS en socioloog Philippe Cabane betrokken.
