PLP Architecture unveils design for The Clifford, a landmark office tower for Singapore, linking Raffles Place and Marina Bay

SingLand-owned building will be the first commercial building in Raffles Place with Platinum sustainability certifications

PLP Architecture, the London-based architecture and urban design practice with a global footprint, has unveiled its design for The Clifford at Raffles Place (The Clifford), the redevelopment of the former Clifford Centre.

On completion in 2028, The Clifford will become a 35-storey office tower set to raise the benchmark for sustainability in Singapore’s Central Business District and establish a new presence on the Marina Bay skyline.

PLP Architecture has been appointed as Design Architects by client Singapore Land Group Limited (SingLand), and will design the building’s architecture and interior design, ensuring a unified visual language across the site.

Strategically located in the heart of Raffles Place, between Singapore’s financial epicentre and the Marina Bay waterfront, the project will introduce a next-generation workplace that fuses office, retail and public realm into a cohesive vertical community. The tower will deliver a net lettable area of 360,000 sq ft of premium Grade A office space across 21 floors, complemented by 45,000 sq ft of retail and lifestyle amenities.

Rising to 220 metres, The Clifford has been conceived by PLP Architecture as a building of dual identity: rooted in the civic greenery of Raffles Green while simultaneously addressing the global ‘postcard view’ of Marina Bay. Providing seamless connectivity between Raffles Place MRT (subway station) and Collyer Quay, enhancing public realm and integrating placemaking initiatives were all key tenets of PLP Architecture’s scheme.

The tower’s architecture is articulated in three distinct sections. A dynamic ‘Podium’ at ground level will house a triple height ‘Urban Living Room’, featuring retail, F&B and green space which connects the existing outdoor public realm at Raffles Place Park into The Clifford. The lower and upper office bodies of the tower place the building on a metropolitan scale in line with neighbouring high-rise developments and The Clifford’s distinctive third, ‘Crown’, level will become a highlight of the city’s skyline.

Three sky terraces punctuate the tower, each dedicated to a different dimension of wellbeing: Mind, Body and Nourishment. These landscaped decks incorporate a wide range of amenities including conference and meeting spaces, restaurants and gardens, reinforcing Singapore’s ambition to create a ‘Live, Work and Play’ CBD.

Alongside ensuring the building runs as efficiently and with as little environmental impact as possible, PLP Architecture is also deeply committed to incorporating sustainable materials into the interior architectural design of The Clifford. This extends to the floating ‘boxes’ on each terrace which are constructed using sustainable, cross laminated timber, introducing warmth and material diversity.

Internally, PLP Architecture has drawn on its experience in designing high-performing office space around the world, creating flexible, expansive floorplates that are designed to accommodate evolving tenant needs and agile ways of working. Wellbeing and a sense of community are prioritised through multiple break-out spaces, spacious desk configuration and easy access to the amenity spaces on the sky terraces where generous biophilia enhances comfort, reduces environmental impact and strengthens the building’s connection to place.

The Clifford will be the first commercial office building in Raffles Place to attain triple Platinum certifications from Building and Construction Authority’s (“BCA”) Green Mark, LEED (also known as Leadership in Energy and Environmental Design) and International WELL Building Institute. For BCA’s Green Mark Platinum certification, The Clifford is expected to attain the higher rating of Super Low Energy, as it will achieve more than 40% energy savings compared with typical office developments. With this, the development is well-positioned to cater to the growing demand for spaces that are green-certified.
