Schmidt Hammer Lassen to Deliver Design Services for the European Investment Bank’s West Campus.

As part of a multi-national consortium, schmidt hammer lassen (SHL) has been awarded the design services contract for the European Investment Bank’s (EIB’s) West Campus Programme. The appointment follows a competitive tender process initiated in 2024.

In addition to SHL, the consortium comprises Assar Universum Architects (Luxembourg), Assar BE Architects (Belgium), Paul Wurth Geprolux (Luxembourg), Tractebel Engineering (Belgium), Topotek 1 (Germany), and Papaya Urbanistes et Architectes Paysagistes (Luxembourg). Together, the consortium brings extensive expertise in large-scale design and renovation, particularly within Luxembourg-based projects.

Under the signed Framework Agreement, the consortium will provide design services for an initial eight-year period, extendable for up to three further years. The agreement is valued at up to EUR 33 million.

Strengthening Presence in Luxembourg
SHL has made a strong imprint in Luxembourg in recent years. Already collaborating with Assar Architects on two complex urban development projects, it now adds a strategically significant commission to its portfolio through this newly secured agreement with the European Investment Bank.

EIB – A Central European Driving Force
The European Investment Bank, headquartered in Luxembourg, is the lending arm of the European Union and one of the biggest multilateral financial institutions in the world, as well as one of the largest providers of climate finance.

The signed framework agreement marks a significant step forward in the EIB West Campus Programme, which aims to renovate and extend the West Building (WKI) while preserving its historic façade. The consortium will be initially responsible for developing the preliminary design, for submission to the EIB’s governing bodies in early 2026.

Aligned with the EIB’s commitment to sustainability and innovation, the West Campus Programme is designed to create a modern, comfortable, and inclusive work environment for staff and visitors alike. The project will prioritise climate action, energy efficiency, and circularity, in line with the EIB’s role as the EU Climate Bank. It will also reflect the principles of the New European Bauhaus, integrating sustainability, social inclusion, and aesthetics to deliver a beautiful and future-ready campus.

Reviving an Icon – Renewing Legacy with Purpose
The EIB’s Kirchberg campus currently includes the iconic WKI main building from 1980, its 1995 extension, the East Building from 2008, and a new office building currently under construction.
Designed by British architect Sir Denys Lasdun, the WKI main building stands as an architectural landmark at the EIB campus. Denys Lasdun was one of post-war Britain’s most influential brutalist architects and his buildings at the EIB campus site are among his few works outside the UK. His design at the EIB site set new standards for institutional architecture and was acclaimed for its human-centred approach, embedding staff well-being and the EIB’s values from the outset.

The L-shaped 1995 extension, also designed by Denys Lasdun’s office, continued this vision.
