Project Background

IMPLEMENTING THE NATIONAL SCIENCE AND TECHNOLOGY INNOVATION STRATEGY: NEW INITIATIVES FOR THE G60 SCIENCE AND INNOVATION CORRIDOR IN THE YANGTZE RIVER DELTA

The Beijing Institute of Technology and the Jiaxing Municipal People’s Government have reached an agreement to cooperate on the establishment of the Yangtze River Delta Graduate School of the Beijing Institute of Technology. The project will be undertaken in order to further China’s innovation-driven development, the regional integration strategy of the Yangtze River Delta, the implementation of the “One Belt One Road” cooperation initiative, and to promote the sustainable development of the region and its economy.

Beijing Institute of Technology’s assets in education, scientific research, and talent will integrate with JIaxing’s advantageous location and industrial infrastructure. This combination will have the ability to cultivate and gather high-level innovators, and build world-class scientific research, innovation, and manufacturing clusters. In addition, it will provide a strong impetus for accelerating Jiaxing’s industrial transformation and improvement.

The much-anticipated Beijing Institute of Technology Jiaxing campus in Zhejiang Province has become a focus of attention. Its extremely high potential is based on key factors: location and talent, shared by scientific research and innovation. That is, the integration of the complete industrial production and supply system in the Yangtze River Delta region, with the scientific research assets of the Beijing Institute of Technology will form a unique technology and innovation incubator in the region.

Cultivating Science and Innovation in Jiaxing Xiuzhou, through the Integrated Development Strategy of the Yangtze River Delta

Founded in 1940, the Beijing Institute of Technology is affiliated to the Ministry of Industry and Information Technology. It has been one of the most important universities in the country since the founding of the People’s Republic of China. It was among the first group of universities to be entered into the national “211 Project” and “985 Project”, as well as among the first group to enter the “World Class University” rankings of top universities.

The school has 19 professional colleges, 9 academies, as well as cutting-edge multidisciplinary science research institutes. It also boasts advanced structural technology institutes, medical-industrial integration institutes and other teaching and research institutions. Over the years, it has sent many outstanding talents into the field of global technology and innovation, and enjoyed a wealth of international project achievements. It is an important representative of China’s innovative talents and strength in project training.

At the same time, as the first university of science and engineering founded by the Chinese government, the Beijing Institute of Technology has used its unique and powerful historical background in the field of science and technology and combined it with the national development strategy of the Yangtze River Delta. This will focus on Jiaxing City, which has a profound historical heritage; and Jiaxing’s market, industry, and location advantages, combined with strong guidance from the local government, will perfectly integrate with the main purpose of establishing the Jiaxing campus of the Beijing Institute of Technology.

In November 2020, the Beijing Institute of Technology and Jiaxing Municipal People’s Government signed the “Beijing Institute of Technology and Jiaxing Municipal People’s Government to jointly build the Yangtze River Delta Graduate School Strategic Cooperation Agreement”, and the Beijing Institute of Technology “Two Colleges and One Park” strategy was established for Xiuzhou District, Jiaxing City. This cooperation is of special significance to the transformation of Jiaxing city – it cultivates strategic scientific and technological advancement for the ecological layout of the industrial infrastructure of the G60 Science and Technology Corridor in the Yangtze River Delta.

1. Project Name
The Overall Planning Design and Architectural Concept Design for Yangtze River Delta Graduate School (Academy) of Beijing Institute of Technology.

2. Project Overview
Comprehensive technical support will be provided by the Jiaxing City Planning team, and a high-level international call for applications will be held. We enthusiastically invite creativity and wisdom from all over the world, and strive to create an exemplary project with a global presence.

3. Project content

The project will be developed in two phases: the first phase will consist mainly of constructing the Yangtze River Delta Graduate School of Beijing Institute of Technology, which includes “Two Colleges and One Park”; the second phase will consist of preparing for the arrival of undergraduates.
Corresponding to the two phases of construction, the proposal call contains two levels of planning and architectural design: the first level of planning is mainly for the overall site (comprised of 67 hectares of land), planning the future development of the complete Jiaxing campus, and to provide project plans for future phasing; the second level requires a specific architectural design for the first phase of the 200,000 square meter building which will be the Yangtze River Delta Graduate School (Research Institute), with a construction budget of RMB 1.5 billion (232 million USD).

The project will be developed in two phases: Phase 1: “Two Courtyards and One Garden”; Phase 2: Preparation for bachelor Enrollment.

(1) “Two Courtyards and One Garden”

■ Graduate School of BIT Yangtze River Delta: This will be a graduate training base that breaks the boundaries of traditional disciplines and institutes interdisciplinary learning, research and practice. Key goals will be to promote the employment of talents in the Yangtze River Delta, and to inject new momentum into the development of emerging industries in the Yangtze River Delta.

■ The Yangtze River Delta Research Institute of Beijing Institute of Technology will focus on the construction of a number of scientific and technological innovation platforms featuring an interdisciplinary approach. The Institute implements the PI system, recruits outstanding talents from all over the world, and strives to establish a technological innovation infrastructure at an international level.

■ Technological Innovation Industrial Park: Focusing on the market-oriented needs of tech companies and outstanding alumni companies, high-level entrepreneurial projects at home and abroad will be brought together to promote incubation. At the same time, Jiaxing has also been established as a place with many domestic high-end military industry resources, as well as a place of military-civilian integration with technological innovations.

(2) Planned Number of End Users

■ Student Populace
By 2025, it is planned that there will be over 2,000 graduate students enrolled in the school. In terms of focusing on long-term development, the completed first phase of the construction project should be able to accommodate 4,000 full-time undergraduate students (in 2027), and the completed second phase of the project should be able to accommodate about 10,000 full-time undergraduate students (in 2030).

■ Staff size
By 2025, it is planned to build a diversified and high-level, multi-talented team of over 500 staff. According to the overall educational development of the school, the first phase (2027) should be able to meet the teaching, scientific research, and administrative requirements of 1,500 faculty members, and the completed second phase (2030) should accommodate around 3,000 staff.

4. Site Selection
The Graduate School of the Yangtze River Delta of Beijing Institute of Technology (Jiaxing) is located in the north of Xiuzhou District of the city of Jiaxing, Zhejiang Province, northwest of Xiushui New City. It is close to Eangui Port in the north, Dongfang Road in the east, Aoxing Road in the south, Jingyi Road in the west, and adjacent to the Beijing-Hangzhou Grand Canal. The site is located roughly 7km away from the center of Jiaxing, and comprised of 67 hectares land overall.

5. Project process
The project will incorporate a process of one-stage design, with phased construction. The first phase of construction will begin in July 2021 and be delivered to the school for early use at the end of August 2022.
In accordance with this, the proposal call includes two levels of planning and architectural design: the planning portion is primarily for the overall site of 67 hectares, creating a masterplan for the future complete Jiaxing campus, and a phased project plan. The architectural requirements are to provide the specific design of the 200,000-square-meter building of the first phase of the Yangtze River Delta Graduate School (Research Institute), whose construction budget is 1.5 billion yuan (232 million USD).

6. General Principles
■ Based on the modern, embracing the future. The “Hundred Years College” should represent a standard for contemporary world-class university campuses.
■ Emphasize people-oriented, efficient school design. Various functional areas and single buildings should be well connected for easy access, and well-reasoned analysis and design should be utilized for incorporating the various aspects of the project.
■ The school should have distinctive characteristics. The design of the project’s landmark buildings should fully reflect the history, aspiration, culture, and personality of the Beijing Institute of Technology.
■ Respect for nature and the region. Please fully consider the use of fine local natural materials and respect the regional environmental conditions of Jiaxing.

Planning Design

(1) Planning and Design Goals

The general master plan and bird’s-eye view renderings will be required to convey the overall site of 67 hectares of land (plots 1-1, 1-2, 2-1, 2-2). In terms of functional layout, in principle, the single buildings of the first phase and early portion of the second phase are arranged on plots 1-1 and 1-2. For the latter portion of the second phase, development on all four plots can be freely arranged. In addition, at least 150 acres of land must be reserved for future construction.

The scheme design of the master plan will be carried out on this basis, and will lay out a comprehensive design concept, overall architectural style, functional zoning, transportation organization, the all-around relationship between the buildings and the surrounding environment, etc. It will also encompass building energy conservation, environmental protection, water utilization, building materials, water and electricity utilities layouts, etc.

Planning Concept
The overall planning and design scheme should adhere to the combination of “foresight and pragmatism”, and seek the best balance between quality and efficiency. It should also embody a student-oriented approach, in order to create a humanistic, rich level of experience. Ultimately, the scheme should provide a variety of vivid and comfortable spaces suitable for learning, living, and communication.

1. Clear development, reasonable and orderly. With a long-term perspective, please fully consider the planned future development of the site.

2. Smart ecology, co-existence with nature. Adhering to the requirement that the existing body of water on the site must not be reduced, the campus landscape design should be laid out on the basis of working with the existing body of water as it presently is.

3. Inclusive and distinctive culture. Proposals should aim to incorporate the essence of Eastern and Western architectural design, integrating characteristics of Chinese historical culture and contemporary society. This should be done with the aim of fully expressing and extending the formal built language of the Beijing Institute of Technology and Jiaxing City, and extracting the spiritual and cultural roots of both.

Architectural Design

The architectural design aspect of the proposal call is mainly for the 200,000-square-meter construction of the first phase of the Yangtze River Delta Graduate School. The landmark buildings which are part of this phase include: a library, administrative center, public teaching building, and various academic centers.

Architectural Style

1. The design should celebrate the historical background of the school – inclusive of its connection to the government – and combine it with the characteristics of the local water town garden architecture to create a modern university that reflects the times. It should be conceived with consideration for overall planning, a practical layout, complete functioning of required aspects, and distinctive space combinations. The overall design of the structure in three-dimensions should be creatively considered, as should the roof (ie. fifth façade) in terms of its color and sculptural aspect, so that a vivid architectural presence may be created.

2. Open, diversified and inclusive. Integration of references from Eastern and Western architectural design, and of history and modernity. The refinement of characteristics taken from both the school and the location, transformed into the language of architectural design.

Rules for Applying

The call for applications consists of two stages: registration/ pre-qualification, and concept competition/ evaluation.

Phase 1: Application and Prequalification

A prequalification review committee has been formed by the sponsor to assess valid application documents submitted by applicants. 5 applicants will be recommended as finalists by means of registered and round by round voting, Those applicants who pass the prequalification round should then submit the Participation Confirmation Letter on time. If any of the first 5 finalists should withdraw from the second-stage bidding, then alternative applicants will be found to replace them in the selection process.
Regarding qualifications: all independent participating firms and consortiums are required to have first-rate qualifications for both construction and planning, respectively.

Phase 2: Competition and review of conceptual scheme

The 5 design applicants who pass the prequalification stage will directly enter the second stage of scheme design bidding. The proposal documents applicants then submit shall conform to the requirements of the technical specification. The evaluation process of the bids requires each applicant’s project leader or head designer to introduce and defend the application scheme, explain the design concept, and answer any questions the bid evaluation committee might have. The sponsor will assemble an expert evaluation committee in accordance with the law.

The committee will then evaluate the top three candidates by means of a registered ballot and round by round voting in order to make a recommendation to the sponsor. The evaluation committee shall evaluate and give their opinions on the schemes which they deem to be the top three candidates, and the sponsor shall determine the final winning scheme based on their judgment of a broad range of relevant factors. Following selection and subsequent negotiations, the final winning scheme will have priority to enter the next stage and to develop the proposal in depth. Each applicant is allowed to submit only one design scheme.

Design compensation
After the design results submitted by the prequalified design agencies have been reviewed and assessed by experts, those meeting the design requirements will receive a proposal scheme fee (total prize amount of 7 million RMB) based on their ranking, which will be distributed as follows:
First prize (1): The compensation fee will be RMB 2 million yuan, including the organization cost of follow-up integration and further developments of the scheme (no more than 3 times);
Second prize (2): Compensation will be RMB 1.5 million yuan;
Third prize (2): Compensation will be RMB 1 million yuan.
