AS&P Shanghai has, together with its Chinese partner office, “Shanghai Re­change Architecture Design”, won the closed international competition for the “Regional Development Master Plan of the Zhengzhou and Kaifeng Region”.

The international competition included Atkins, England, Tongji University, China, and Urhahn Urban Design, Netherlands.

The area covered by the “Zhengzhou New District” competition is some 1,840 sq. km in size and is located between Zhengzhou, the capital of Henan Province with its population of about 7.5 million, and the city of Kaifeng, which has 4.8 million inhabitants and is one of China’s seven old capitals, having blossomed back during the Song dynasty.

This region will in future be one of the most important focuses of development along the middle section of the Yellow River. The area covered by the master plan constitutes a corridor for development that runs between both cities and parallel to the Yellow River, and is sized some 37 x 50 km.

The regional planning methodology proposed centers on developing and interfacing the existing transportation infrastructure and fostering sustainable and integrative planning. It features mixed-function settlement cells that are bordered by and sub-divided by an interlocking grid of untouched nature. The brief required not only that areas had to be identified for specific usages, such as residential zones, which make up the lion’s share of the area. The proposal likewise had to suggest the best locations for leisure and relaxation facilities, cultural and educational institutions while also defining the positioning of logistics areas, light industry and R&D zones.

Only by taking a holistic approach of this sort to planning, can urban management be put in a position to spare resources and think in closed, energy-efficient cycles, and thus from the very outset lay the right foundations for future development. On the basis of this compact and networked design philosophy, in its proposal AS&P defined core areas at the urban planning level and even included suggestions on the face the urban fabric of the new district should have.

In Zusammenarbeit mit dem chinesischen Partnerbüro `Shanghai Rechange Architecture Design´ hat AS&P Shanghai den geladenen internationalen Wettbe­werb `Regional Development Master Plan of the Zhengzhou and Kaifeng Region´ gewonnen.

Unter den internationalen Konkurrenten befanden sich Atkins, England, Tongji-Universität, China, und Urhahn Urban Design, Niederlande.

Das `Zhengzhou New District´ Wettbewerbsgebiet umfasst eine Fläche von ca. 1.840 qkm und befindet sich zwischen Henans Provinzhauptstadt Zhengzhou mit ca. 7,5 Mio Einwohnern und Kaifeng mit 4,8 Mio Einwohnern, eine der sieben alten Hauptstädte Chinas, die ihre Blütezeit während der Song-Dynastie hatte. Diese Region wird zukünftig den wichtigsten Entwicklungsschwerpunkt am Mittellauf des Gelben Flusses bilden. Das Planungsgebiet bildet einen parallel zum Gelben Fluss gelegenen Entwicklungskorridor zwischen beiden Städten von ca. 37 x 50 km Größe.

Der regionalplanerische Ansatz sieht die Entwicklung und Vernetzung vorhan­dener Verkehrs-Infrastruktur vor und schlägt ganz im Sinne eines nachhaltigen und integrativen Planungsprinzips, funktional gemischte Siedlungszellen vor, die von vernetzten Naturräumen begrenzt und durchzogen werden. Neben der Ver­ortung von Nutzungen wie Wohnen, das hier einen Großteil ausmacht, Freizeit- und Erholung und Flächen für den Kultur- und Bildungsbereich waren ebenfalls Logistikflächen, Leichtindustrie und Forschungs- und Entwicklungsgebiete zu definieren.

Nur ganzheitliche Planungen dieser Art erlauben ein ressourcenschonendes Stadtmanagement, welches energieeffizient in Kreisläufen denken kann und von Anbeginn die richtigen Weichen stellt. Auf Basis dieser kompakten und ver­netzten Entwurfsphilosophie plant AS&P in ihrem Wettbewerbsbeitrag definierte Core Areas im städtebaulichen Maßstab bis hin zu Vorschlägen zu Stadtgestalt und Erscheinungsbild des neuen Distrikts.
