Section II – Object of the Contest
II.1. OBJECT: The object of the Contest for Ideas within the Revitalization of the Riverine Front of Oporto in the Zone of Priority Intervention, here from referred to as “Intervention Area”, consists of finding and awarding a prize to a common, coherent and transversal idea, as well as programmatic and physical solutions which can prove themselves innovative, viable and sustained.
These elements should co-exist in an economical-financial perspective, leading to the constitution of anchors enabling the revitalization of the riverine front between D. Pedro V Street and Maria Pia Bridge, in the city of Oporto, at the following levels:
a) Requalification of the River Douro bank and margin street;
b) Reorganization of the urban tissue through the filling of gaps, specific projects for the available containers, the rehabilitation of the surrounding buildings and the creation of an urban park in the area of the Guindais Slope;
c) Promotion of physical and non-material connections between the Riverine Front, Downtown and the city of Oporto;
d) Promotion of tourism, culture and entertainment and other economically compatible activities, thus turning the Riverine Front into a permanent entertainment zone for both residents and visitors.
II.2. TYPE OF CONTEST: Private Law Contest.
Section III – Information concerning the situation of applicants
III.1. DOCUMENTS CONCERNING THE SITUATION OF APPLICANTS:
a) Identification form of Members and Technical Collaborators of the applying team, according to model form in attachment III, printed, accordingly filled in and signed by the Coordinator;
b) Copy of identification document (identity card or passport, in the case of individuals, and updated certificate of companies registry, in the case of companies) of all the Members of the Team.
c) Statement, under commitment of honour, written and signed by the Coordinator, as well as by all Members of the Applying Team, stating that they are not involved in any situation of impediment mentioned in number 1, article 7th of the Contest Regulation, according to model form in Attachment IV;
d) curriculum vitae of the Coordinator and Members of the Applying Team and certificates of registration in the correspondent professional associations, when applicable;
e) authorization of Publicizing and Publication, signed by all authors, according to model form in Attachment V.
Section IV – Members of the Contest Jury
1. The Contest Jury will be composed by the following effective members:
a) Valente de Oliveira (Engineer), presiding;
b) José Carapeto (Architect), designated by “Câmara Municipal do Porto”, substituted by Lurdes Carreira (Architect) when necessary;
c) Ricardo Fonseca (Economist), designated by “Administração dos Portos do Douro e de Leixões”, substituted by Matos Fernandes (Engineer) when necessary.
d) Francisco Barata Fernandes (Architect), designated by “Ordem dos Arquitectos”, substituted by Pedro Ramalho (Architect) when necessary;
e) Eduardo Souto Moura (Architect);
f) Gonçalo Byrne (Architect);
g) Rinio Bruttomesso (Architect);
h) Mário Martins (Engineer), designated by “Agência para a Modernização do Porto”, S.A., substituted by Jorge Dinis (Economist) when necessary;
i) Ana Martins de Sousa (Lawyer), designated by Porto Vivo, SRU Sociedade de Reabilitação Urbana da Baixa Portuense, S.A, substituted by Rui Quelhas (Engineer) when necessary.
Section V – Prizes
V.1. Three Proposals classified with first, second and third position, will awarded a prize-money, being the authors of such Proposals rewarded with a global prize-money of € 50.000,00 (fifty thousand Euros), € 20.000,00 (twenty thousand Euros) and € 15.000,00 (fifteen thousand Euros), respectively. VAT at legal rate will be added to these amounts.
Section VI – Criteria for Proposals Evaluation
VI.1. The jury will assess, classify and hierarchically organize the Proposals according to the following criteria:
a) The quality of the proposal will be valued at 60%, considering the following sub-criteria:
a1) capacity to boost attractiveness in this area of the city of Oporto through the improvement of the dynamics in terms of tourism, culture and entertainment – 30%;
a2) improvements introduced at urban, environmental, architectural and townscape level – 20%;
a3) improvements introduced regarding mobility, parking and transportation – 10%;
b) The viability of execution will be valued at 40%, considering, namely, the following sub-criteria:
b1) construction viability – 20%;
b2) quantification and analysis of the economical-financial impact of the Proposal – 10%;
b3) programme on the execution phases of the Proposal – 10%.
Section VII – Information on administrative procedure
VII.1. CONDITIONS FOR OBTAINING THE CONTEST DOCUMENTS:

VII.2. DEADLINE FOR THE RECEPTION OF PROPOSALS: until 6 p.m. of October 31st 2007.
VII.3. DATE OF THE PUBLIC ACT: on the week day immediately after the deadline for reception of proposals.
VII.4. LANGUAGE IN WHICH PROPOSALS SHOULD BE PRESENTED: Portuguese or English.

Porto Vivo, SRU- Society for Urban Revitalization of the Oporto Downtown, within its mission of Urban Rehabilitation and Revitalization, launches an International Contest, open to multidisciplinary teams, having as objective the Revitalization of the Riverine Front in the Zone of Priority Intervention (ZPI). Porto Vivo, SRU has its action in the ZPI defined by itself, which includes the Riverine Front along the south limit of the ZPI.
The coast area in the space of the Oporto Riverine Front including the area classified as World Patrimony – The Historical Centre, whose heart lies at the Ribeira Pier – the Riverine Front counts on the Douro as landscape and environmental value, as well as a means of access and it represents the entrance door into the Douro Valley Region. It therefore gathers conditions of tourism and entertainment demand, to which a response based on an active posture must be given.
The Riverine Front stretches along an extension of about 3,5 km along the northern bank of the River Douro, between D. Pedro V Street and Maria Pia Bridge. It has an area of about 335 500m2, which represents about 7% of the area of the Zone of Priority Intervention by Porto Vivo, SRU.
As far as the physical characteristics of the Riverine Front are concerned, these stretch from the frontier with the city of Matosinhos and represent a series of spaces on the marginal way of the Atlantic Ocean, which have a strong connection with sea and leisure. However, the city harbour space lies alongside the river. On the right bank of the River Douro there is a great variety of harbour sites, which are different from each other in the context of the harbour space: Pedras Pier, the area around Alfândega/ Miragaia and Ribeira.
The whole of the group of buildings close to the river has high patrimonial value, being that area classified by UNESCO as World Patrimony. However, some equipments and buildings have special interest, such as the Port Wine Museum, The Alfândega Building, Casa do Infante and the Churches and bridges over the River Douro.
On the other hand, some abandoned structures still subsist, deactivated when the harbour left the town. Some vacant warehouses in degradation presently come up as opportunities for anchor projects at building level, which will help the revitalization of the Riverine Front: The Fish Market, “Queiroz e Lencastre” building, Monchique Convent and the Miragaia Warehouses.
Alongside with the rehabilitation of these macro-structures, i tis also necessary to consider the rehabilitation of the existing buildings in current poor conservation and/ or the quarters with intervention potential: Casa do Infante , Guindais, Fontainhas Slope, Bairro da Capela and Fábrica da Loiça quarters.
