Mount Anvil submits plans for 274 homes at Lots Road South, in partnership with Royal Borough of Kensington and Chelsea:

• Development would include 45% affordable housing by habitable room: 65 social rent extra care homes and 53 social rent general needs home, in addition to 156 private homes

• Key site within Kensington and Chelsea Council’s 600-home New Homes Delivery Programme, with proposals accounting for 45% of delivery

London specialist developer Mount Anvil has submitted plans for 274 homes at Lots Road South, a key brownfield regeneration site in Chelsea which it is bringing forward in partnership with Kensington and Chelsea Council.

Designed by PRP Architects, the plans provide 45% affordable housing by habitable room. This includes 53 social rent general needs homes and 65 social rent extra care homes all designed to be tenure blind. The social rent extra care homes are designed to help older residents – specifically those over 55 and in receipt of home care – live independently in their own flats, with 24/7 on-site care support available when needed. There are also 156 private homes.

Lots Road South is a key site within the wider improvement plans for the Lots Road area and forms part of the Council’s New Homes Delivery Programme. The whole programme aims to build 600 homes across the borough, 300 of which are for social rent and key workers. Lots Road South would deliver a significant portion of these totals under the proposed plans, with the Borough purchasing the affordable homes, affordable workspace and the community centre.

Mount Anvil was selected as development partner for the site by the Council in February 2023. The Council collected feedback from a Community Liaison Group to inform the appointment, which identified Mount Anvil’s comprehensive approach to community engagement and its strong track record of delivery in London as key factors of note.

Mount Anvil has since been consulting extensively with the local community, as well as Kensington and Chelsea Council, the neighbouring London Borough of Hammersmith and Fulham, and the Greater London Authority to develop plans for the site. The partnership has delivered four rounds of community consultation over the past two years that has subsequently shaped our most recently submitted plans.

In addition to the new homes, the plans encompass 2,038 sqm of non-residential floorspace. This includes 1,080 sqm of flexible commercial space, including a café and ceramics studio, 684 sqm of affordable workspace, and a 274 sqm community centre. This will replace the existing outdated and underutilised commercial buildings with modern spaces designed to support a range of occupiers while also increasing the area’s capacity to accommodate employment.

Aligned with Mount Anvil’s commitment to delivering sustainable outdoor spaces that respond to the needs of communities, the proposals feature new public realm including a green community square, nearly 50 new trees across the masterplan, and biodiverse roofs.

Designed to future-proof the scheme for the coming century, plans for a new creek wall and landscaped intertidal habitats will also strengthen resilience by raising flood defences and providing improved ecological outcomes for local flora and fauna. Overall, it is estimated the sustainability interventions will deliver a biodiversity net gain (BNG) in habitat units of more than 150%, exceeding the 10% mandated for this category in new developments.

Other public realm improvements include a generous promenade along the creek, new public access routes through the previously private and inaccessible site to enhance connectivity, widened footpaths on Lots Road, and active ground-floor frontages incorporated across the scheme to enliven the streetscape.

As part of its ongoing community engagement work, Mount Anvil has met with local students through education institutions, including the Chelsea Academy where it has met close to 100 students, some of whom have gone on to participate in the developer’s Makers & Mentors careers programme.

In April we secured planning approval for the final 693 homes of our 1,345-home Friary Park masterplan with our repeat housing association partners Peabody.

“In June we submitted a planning application for 1,140 homes at the Barnsbury Estate with our partners Newlon. We have another 549 homes in the planning pipeline with our repeat partners Riverside, with permission granted in March for 149 homes at Friars Close and a further 400 homes submitted for planning at Tiller Road in April. Our planning submission for 274 homes at Lots Road is the latest milestone in Mount Anvil’s busiest ever year for planning and housing delivery in Central London.
