Nine London fire stations reach financial close

Design: BDP, Architects

13 August 2013 – A consortium led by Kier has reached financial close to design, build and maintain nine ageing fire stations across south-east and east London. The Blue 3 consortium, which employed the services of BDP’s architects, will deliver the programme for the London Fire Brigade under the Private Finance Initiative and maintain the stations for 28 years.

Work will take place at Dagenham, Dockhead, Leytonstone, Mitcham, Old Kent Road, Orpington, Plaistow, Purley and Shadwell fire stations.

Eight of the stations are being completely rebuilt on their existing sites and one station, Mitcham, will be built on a new site. Each project targets a BREEAM Outstanding rating to be achieved within the competitive PFI environment. Passive design solutions include natural ventilation coupled with exposed thermal mass to ensure year round occupant comfort.

BDP architect director James Baker said: “It is great to move forward to construction after over three years of this project on BDP’s drawing board. The stations will provide fantastic accommodation for staff and users alike and real community assets with design commonality across the suite of nine projects defining the LFB’s brand. We very much look forward to seeing these projects successfully executed.”

London Fire Brigade’s Assistant Commissioner for Technical and Service Support Dominic Ellis said: “This is excellent news for Londoners. Some of our fire stations are over 100 years old and struggle to meet the demands of a modern fire and rescue service. This rebuilding programme will bring some of our oldest stations up to date and provide us with brand new facilities fit for the 21st century.

“The community spaces that these stations will provide also reinforce our commitment to providing fire safety education and advice to Londoners – something that we believe has played a key role in the fall in fires and deaths and injuries from fire over the last ten years.”

BDP Wins London Fire Stations PFI Deal

BDP is part of a consortium led by Kier which has been chosen by the London Fire Brigade as its PFI partner for a £57m construction programme which will see nine ageing fire stations revamped across the capital.

The brief was for a new typology to accommodate community, larger appliances and a more diverse brigade – Community Fire Stations that are affordable, form a brand and are sustainable. Each project will target a BREEAM ‘Outstanding’ rating which has been achieved within the competitive PFI environment.

Passive design solutions including natural ventilation coupled with exposed thermal mass to ensure year round occupant comfort was adopted. Building form is driven by daylight modelling, and active mechanical installations are matched across all sites to assist in delivering a consistent facilities management approach.

London Fire Brigade Assistant Commissioner Andy Hickmott said: “This is excellent news for the capital. Some of our fire stations are over 100 years old and are simply not fit for modern purposes. These stations need to be brought up to date and this project demonstrates our continuing commitment to maintaining the world class fire and rescue service that Londoners have come to expect.”

The Blue3 consortium, which includes BDP’s architects, building services, civil & structural engineers, landscape architects and planners, will design, build, finance and maintain the stations with construction work on the £57.4m programme due to start in June 2013.
