Embassy of Brazil Refurbishment
• UK-based team of principal contractor AIS and architect Pensaer has commenced work to deliver the refurbishment of The Embassy of Brazil at the meeting point of Pall Mall and Cockspur St in the heart of St James’s
• The heritage-led refurbishment will provide modern accommodation and facilities to support the diplomatic activity of South America’s largest economy.
• Built in the 1850s as the headquarters of the Hamburg-America Line, the building is in need of sensitive restoration and modernization
AIS, and Pensaer are pleased to announce a comprehensive refurbishment and modernisation of the Embassy of Brazil in London. The project focuses on revitalising the historic Grade II listed building on Cockspur Street in Westminster, enhancing its functionality by welcoming the Consulate-General of Brazil into the same premises, energy efficiency, and security while preserving and enhancing its architectural significance.
The renovation is guided by two core objectives: preservation and modernisation. Upgrades will include the replacement of outdated mechanical, electrical, and plumbing systems with modern, energy-efficient alternatives that reduce utility costs and environmental impact. These improvements are designed to meet today’s energy standards without compromising the heritage value of the building.
Interior spaces will be reconfigured to better support the Embassy and Consulate’s operations, enabling improved public access, streamlined workflows, and enhanced flexibility for events and official functions. The ground floor will be redesigned to introduce separate entrances for staff and the public, improving both security and efficiency. Public access areas will include security screening, while staff will benefit from faster, more direct routes through the building.

In the basement, redundant plant rooms will be removed and converted into expanded kitchen and dining areas. Existing kitchen, canteen, and restroom facilities will be updated. An updated climate-controlled deposit area will also be included on this floor reconfigured to provide distinct sections for the Embassy, the Mission, and the Consulate. This segregation will be achieved through the installation of secure partitions and labeled storage areas to facilitate easy organisation and retrieval of materials.
A new public consular services will be created on the first floor, featuring a new waiting area 16 service counters with glass partitions, integrated audio systems, and document drawers. Additional meeting rooms will support Brazilian Women Space initiatives, visa services, and consular assistance. The design will incorporate comfortable seating, clear signage, and a modern aesthetic that reflects the Consulate of Brazil’s commitment to good service to its citzens. The area will be designed to accommodate a high volume of visitors, 150 to 200 a day, while maintaining a calm and organised environment. On this floor the reconfiguration of the Auditorium space allows it to operate in a dual capacity; as a consulate waiting area in the morning and early afternoon and an auditorium in late afternoon/evening. This area can be utilised for special events, meetings, or cultural programs without interfering with the Consulate’s regular operations.
The second floor will house the Consul General’s office, meeting space, and diplomatic offices, mirroring the layout of the Mission on the fourth floor (https://www.gov.br/mre/pt-br/rebraslon). Embassy staff currently occupying this level will be accommodated within the redesigned space. On the upper floors of the building minor layout changes will aim to improve the flow of the spaces in addition to new partitions to better match the building’s existing style.
The refurbishment will also feature the modernisation of HVAC and lighting systems throughout, as well as external remedial works to repair and clean stone and metalwork where needed. Façade windows will be upgraded for improved insulation, and lift modernisation will be explored to enhance accessibility.
This ambitious refurbishment reflects the shared commitment of the Embassy of Brazil, AIS, and Pensaer to preserving cultural heritage while embracing innovation and sustainability. Once complete, the renewed Embassy will stand as a modern, secure, and accessible diplomatic hub – one that honors its historic significance while meeting the evolving needs of the Brazilian mission in the United Kingdom. Through this collaborative effort, the Embassy and the Consulate-General of Brazil in London will be better equipped to serve the Brazilian community, engage with the public, and represent Brazil’s interests with dignity and efficiency for decades to come.

Work has begun on the building with the completion of the project due in Q3 2026.

The Government of Brazil acquired the building in 2012. Our work has been to maximise the potential of all the existing fabric, celebrating the surviving heritage interiors and facades, and modernising the 90s elements with new interventions that serve the wide variety of needs of a modern diplomatic service. By enhancing the public amenity, environmental performance and heritage value of the building, the project secures the future of one of central London’s most characterful historic properties.”
