1. INSTITUTIONAL BACKGROUND
Since 1978, The Ecuadorian Architect Association (CAE-P), “Colegio de Arquitectos – Provincia de Pichincha” runs the Pan-American Architecture Biennial in Quito BAQ (Bienal Panamericana de Arquitectura de Quito). This event provides the space for exchange, comparison and analysis of architectural and urban contemporary tendencies and products.

The Biennial develops in three-action axis:
• Biennial Competition
• Academic Event
• Cultural Events

BIENNIAL COMPETITION
It’s an open competition for projects and publications done in the American continent, and in one of the categories, worldwide. Throughout the last 40 years, this event has included the participation of more than 6000 works done in the Americas, awarding their contribution to the fields of architecture, urbanism and architectural theory.

The Biennial Competition runs independently from the Academic Event; therefore, the academic thematic does not influence the way the projects presented in the competition are judged.

Every work registered in the competition that completes the compulsory requirements specified in the Competition Brief will be part of the XXI BAQ 2018 exposition and will be considered for the Winner Project’s selection. Simultaneously, every submitted project will be published in the Biennial digital Archive hosted at the web page: arquitecturapanamericana.com

INTERNATIONAL COORDINATION
The XXI BAQ2018 has a team of accredited international coordinators who represents it in their cities and countries of residence, this group is responsible of mass dissemination and support to everyone who is interested in participating in the Biennial Competition during the registration process.

The coordinators are authorized to collect the registration fees and are responsible for delivering an official BAQ receipt to participant that validates this payment (document with no tax value). Additionally, the coordinators must give a legal document for the received payment that is valid in each country, if the participant asks for it.

The participant must upload an image of the BAQ receipt delivered by the coordinator in the registration platform in order to confirm the entry.

2. ENTRY CATEGORIES
For the XXI BAQ2018 edition, there are the following entry categories:

C. Social Habitat and Development (worldwide competition)

This category is oriented towards identifying and promoting the best architectural practices and built projects worldwide that exhibit a positive and tangible impact in the improvement of living conditions for low-income families and their immediate surroundings.

This category is open to new or improved social housing projects and all projects that consider the following as important:

• Neighborhood and public space improvements.
• Natural and Urban environment restoration.
• Management and participation strategies, through its design, execution and maintenance stages.
• Cultural and aesthetic contributions that reinforce the community’s identity.
• Constructive safety and climate comfort.

Projects that have been built in the period between November 2014 and September 2018, and that have not participated in previous editions of the BAQ, may participate.

Is the sole responsibility of the participant to comply with the requirements of the competition in the category in which is presenting, in case of non-compliance that application will automatically be disqualified in any instance of the competition, there will not be, in this case, payment refund.

3. PARTICIPATION
The Worldwide competition (C category), is open to all architects that are legally authorized in the country in which they practice their profession, individually or collectively, private or publicly, with built projects between November 2014 and September 2018 that have not participated in previous editions of the BAQ.

If the author’s nationality and the country where the project was published are different, the participant can choose the coordinator’s country that he or she considers appropriate to present the work.

3.1 ABOUT PROJECT AND PUBLICATIONS AUTHORSHIP:
Every entry must have their respective authorship. If the same work is registered by more than one author or promoter, the parties will be informed so that they are the ones who define the authorship and present a single inscription. The BAQ organization will not take part in the definition that must be solved before the submission deadline of the competition. If an agreement between the parties is not made, both entries will be disqualified in any instance of the process, losing the right to refund the registration fee.

It is important to emphasize that the information with which the project or publication is registered (authorship, team, etc.), they constitutes the information that the team BAQ will use to generate the following documents:

– Certificates and verdict documents. (In case of being selected as winner).
– Winners book data sheet.
– BAQ archive data sheet: www.arquitecturapanamericana.com
– Participation certificates.

IMPORTANT: The BAQ is not responsible for inaccuracies or mistakes in the data with which the registration is made.

4. REGISTRATION PROCESS
Every participant project must be registered and submitted digitally through the registration platform in the official BAQ webpage:
www.baqcae.ec/Inscripciones/Concurso_Bienal.

The registration process consists of five (5) steps and ALL fields are required:

STEP 1: Enter participant information – Authorship and team/collaborators data.

IMPORTANT: Include whole team data since the provided information will be part of what is indicated in the section 3.1.

STEP 2: Enter registration data – Information about the participant project(s).

IMPORTANT: Include the complete project data since the provided information will be part of what is indicated in the section 3.1.

STEP 3: Enter data of the participant or project representative for billing, only in case of personal registration.

IMPORTANT: If the inscription is done through a coordinator this data will not be displayed.

STEP 4: Make the respective payment – Upload your payment receipt (official BAQ receipt given by the coordinator or the receipt given by the on line payment method in case of a personal inscription).

STEP 5: Information upload – Participant project’s digital information. (All files descripted in the section 5)

IMPORTANT: Steps 1 to 4 can be done starting March 1, 2018. Step 5 will be able, after fulfilling all the previous steps, starting August 1 to October 1, 2018 at 24 hours (GMT-5), contest official deadline.

In case that any step of the registration process is incomplete, the inscription will be invalid and will not be able to be part of the contest.

Each registrant will receive an acceptance email for their participation in the Biennial competition, once the fulfillment of all the inscription steps is verified.

5. INFORMATION
All projects’ digital information will be published in the BAQ archive hosted in the web page: http://arquitecturapanamericana.com, for this reason, it is mandatory to upload the digital documentation.

The following describes the information that participants must submit in each category:

C. Social Habitat and Development (worldwide competition)

• BOARD (more information in section 6).
Digital version of the participant projects’ board.
A0 format (84,10cm x 118,80cm) (33,1in x 46,8in) portrait orientation.
PDF document.
Download the identification card for the board from the BAQ web page: www.baq-cae.ec in the “Concurso Bienal” section. Place the flag of the project’s origin country at the designated space.
Maximum size: 100 MB.

• PROJECT’S BRIEF
Project’s description in 500 words maximum text.
Microsoft Word Document.
Maximum size: 1 MB

• SELECTED PHOTOGRAPH (will appear as the cover of the project in the BAQ archive)
1 selected photograph of the project.
JPEG document, 300 dpi resolution.
Maximum size: 6 MB.

• PHOTOGRAPHS
No more than 8 photographs of the project.
JPEG document, 300 dpi resolution.
Maximum size: 6 MB each.

• PROCESS PHOTOGRAPHS (optional)
No more than 4 photographs of the project development.
JPEG document, 300 dpi resolution.
Maximum size: 6 MB each.

• BLUEPRINTS
A maximum of 8 blueprints (Site plan, floor plans, facades, sections, diagrams, etc. with a graphic scale).
JPEG document, 300 dpi resolution.
Maximum size: 5 MB each.

6. BOARD FORMAT
IN THE XXI BAQ2018, THE BOARDS WILL BE RECEIVED ONLY DIGITALLY AND WILL BE PRINTED IN QUITO.

All participants must upload digitally the correspondent information to one (1) board for every inscribed project, to be printed in Quito by a qualified company designated by the Biennial Commission. The printing fee does not imply any additional payment over the established in the amount of the registration to the Biennial Competition.

The board must be in A0 format – landscape orientation (84,10cm x 118,80cm) (33,1in x 46,8in). The identification card (letterhead) must be downloaded from the official BAQ web page: www.baq-cae.ec in the “Concurso Bienal” section. Place the flag of the project’s origin country at the designated space.

IMPORTANT: The content and the quality (resolution) of the board is responsibility of the presenting participant, therefore the Biennial Commission is not responsible for these aspects of the digital file.

The Biennial Commission highly advises that a printing test is made to verify the correct functioning of the file before uploading it.

The participant projects that do not fulfill with the established format will be automatically disqualified from the competition.

6.1. BOARD CONTENT
FOR CATEGORIES:

C. Social Habitat and Development (worldwide competition)

The submitted project brief board will be part of the XXI BAQ2018 participant’s exhibition. The board content and its design are unrestricted, must be in portrait orientation and is recommended to include the following:

• Project description report. Arial 12 font.
• Project authorship: author(s), owner(s) or promoter(s) (public or private entity) and collaborating team.
• Blueprints: site plans, elevations (facades), sections and details (include a graphic scale).
• Photographs, graphic elements and texts that allow the entire comprehension of the project.

7. MATERIAL SUBMISSION
7.1 DIGITAL SUBMISSION OF THE BOARD
The Biennial Commission is in charge of the printing of all the participant boards for categories A, B, C and D, therefore printed boards will not be received.

It is mandatory to upload the digital information of the participating project on the registration platform on the official website www.baq-cae.ec, from July 1 to October 1, 2018.

The participant is responsible of fulfilling the quality, format and content specifications of the exposition board.

IMPORTANT: All documentation submitted will be part of the BAQ archive. There will not be any payment for copyright when images are included in exhibitions and/or publications. The BAQ could use the submitted information for digital and physical exhibitions or publications in order to broadcast it.

8. AWARDS
In recognition of the winning works will receive:
• The publication of the project in the Winners Book.
• Three (3) samples of the Biennial book, it will be edited and published one year after the present Biennial event and its content will be the awarded participant works of the XXI BAQ2018.
• The digital publication of the project in the BAQ archive, hosted in the web page: www.arquitecturapanamericana.com
• Recognition statuette, for the first and second awards international and national.
• Certificate of winners and mentioned, respectively.

In recognition of the selected works will receive:
• The publication of the project in the Winners Book.
• One (1) samples of the Biennial book, it will be edited and published one year after the present Biennial event and its content will be the awarded participant works of the XXI BAQ2018.
• The digital publication of the project in the BAQ archive, hosted in the web page: www.arquitecturapanamericana.com
• Certificate of selected work.

9. JURY
The Ecuadorian Architect Association (CAE-P), “Colegio de Arquitectos – Provincia de Pichincha” and the organizing Commission of the XXI BAQ2018 reserves the exclusive right to select the jury members. The decision of the Jury will be irrefutable and must award all the prizes that are available for each category.

10. REGISTRATION FEE
• National and International inscriptions: USD. $ 210.00 (United State dollars, taxes included)

From the second participant project of the same author(s), a discount of 30% in the value of the inscription will be granted.

IMPORTANT: For each complete inscription of one or more participant projects to the Biennial Competition one (1) free admission to the Biennial academic event, that will take place from November 19 to 23, 2018 in Quito, will be granted.

11. PAYMENT METHODS
Once the participant makes the payment by any of the enabled channels described below, must upload a digital image of the payment proof (BAQ receipt issued by the coordinator or online system payment proof, in case of personal inscriptions) to the inscription platform in the web page: www.baq-cae.ec/Inscripciones/Concurso_Bienal.

INTERNATIONAL PARTICIPANTS:
• Coordinator inscription
The participant can pay the inscription fee to the designated coordinator in each country in the method in which the participant and the coordinator agree. The list of accredited coordinators is published in the BAQ official web page: www.baq-cae.ec

• Online payment
Online payment is exclusively for participants that do their inscription personally, that is, without a coordinator. It will be done through the system enabled in the inscription platform on the BAQ official web page: www.baq-cae.ec

• PayPal
This payment method is exclusively for international participants that do their inscription personally, that is, without a coordinator. The payment will be done to the Paypal user: bienalquito@gmail.com, by system enabled in the inscription platform on the BAQ official web page: www.baq-cae.ec

BIENNIAL COMPETITION SCHEDULE
• Inscription deadline: October 1, 2018.
• Information uploading period: July 1 to October 1, 2018.
• Launch of the inscription platform: March 1, 2018.
• Verdict reading: Wednesday, November 21, 2018.
• Awarding: Friday, November 23, 2018.
• XXI BAQ2018 Participant works exhibition: from November 19 to the first week of December, 2018.
