On June 27, 2018 the Jury meeting stage 2 took place in Kyiv in order to decide the outcome of the Maidan Museum competition.

The Revolution of Dignity, also referred to as Euromaidan (or simply Maidan) was a Ukrainian nationwide protest movement that lasted from November 2013 to February 2014. These historic events were triggered by the abrupt rejection of its foreign policy towards Europe and the last-minute refusal to sign the EU Association Agreement by Ukraine’s former leadership.

A.02 Following the brutal beating of young people by the government special forces in Kyiv’s main square – Maidan Nezalezhnosti (Independence Square), the protest movement developed into a continuing civil disobedience campaign against unchecked state power, corruption, and human rights abuses.

A.03 Solidarity campaigns in support of Ukrainian protesters were held in more than 20 countries. The largest were held in the different cities of Canada, United States, Germany, Poland, UK, Italy, and France. Local activists also gathered for protests in Austria, Australia, Belgium, Georgia, Estonia, Spain, Portugal, Lithuania, Norway, Sweden, the Czech Republic, and many other countries.

A.04 The Revolution of Dignity was an incisive moment in history for Ukraine. It resulted in the deaths of 107 protesters (known as the Heavenly Hundred), the disposal of the corrupted President and his government, Russia’s annexation of Crimea and the start of a war in the Donbas region. It also led to the consolidation of a democratic society in the Ukraine.

A.05 The set of events and efforts that formed the basis of the phenomenon of Euromaidan are yet to be evaluated in the light of history, but already today we can say, that Maidan became the epicenter of major changes in the Ukraine and a symbol of patriotism and sacrifice. It started the process of transformation, not only on the political scene, but also commenced social and cultural transformations.

Obviously, the consequences of this explosion of anger and dignity, which unleashed enormous social energy, will be felt for decades both in geopolitical terms and in internal social and political relations. The significance of the event, the respect for those who paid with their lives for their beliefs and civil stance, make it imperative to fully comprehend and study the events and to preserve and present the historical memory.

A.06 Maidan was also a crucial step in the process of de-Sovietization, the long and painful process of the transformation of a totalitarian society towards this democratic future. It was the first fully post-Soviet generation that made Maidan a success.

A.07 Maidan became a key moment in history, and deeply affected politics not only in Europe but on a global scale. It irreversibly put the country on a road to Europe, triggered a war with neighboring Russia, resulted in a renewed Cold War between Russia and the enlarged West and influenced political developments in the Middle East and the Pacific. Future historians and political scientists will write libraries on the issue, looking at it from a wide range of angles.

A.08 Following the events of the Maidan, a number of groups carried its spirit into local and national initiatives, forming platforms for events and dialogues, including the idea of establishing places of commemoration and reflection. At the same time, a number of spontaneous and individual places of memory were installed in the area.

A.09 First concepts for the transformation of these ideas into physical designs were collected in the context and as a result of the “Terra Dignitas competition” an international open ideas competition launched in 2014 by the City of Kyiv and accompanied by a serious of public events and citizens participation.

A.11 The project “National Memorial to the Heavenly Hundred Heroes and the Revolution of Dignity Museum” is based on the Decree of Cabinet of Ministers of Ukraine from July 19, 2017 #501-p “For the organizing and carrying out international open architectural project competition for the ‘National Memorial to the Heavenly Hundred Heroes and Revolution of Dignity Museum’ in Kyiv”.

A.12 With two connected sub-tasks, the objective of the project focuses on the very center of Kyiv. Furthermore, the memorial-museum complex will include the Revolution of Dignity Museum building, the memorial for the Heavenly Hundred Heroes, a Maidan Information Center and a public space, that will organically connect to the administrative center of the capital of Ukraine.

A.13 Creating a permanent place, the National Memorial to the Heavenly Hundred Heroes (hereinafter referred to as: Maidan Memorial) shall be the place for individual and official commemoration, symbolizing the ideas of Maidan and carrying the memory to future generations.

A.14 The Revolution of Dignity Museum (hereinafter referred to as: Maidan Museum) is a multifunctional museum within the framework of Ukrainian Institute of National Memory and will be a state institution of scientific research as well as a place for cultural, educational and methodological activities. The Maidan Museum shall be more than a place of memory and exhibition of the past. Located on an authentic site of history it will cater for changing exhibitions, events, conferences, workshops and everyday life; it will be both an active center and a symbol for civic sense, democracy and tolerant societies within the European family.

A.15 The site for both projects is situated in the very central part of Kyiv in the Pechersky and Shevchenkivsky districts, located exactly on the territory of the Revolution of Dignity events – a section of the Alley of the Heavenly Hundred Heroes and its surrounding open spaces.

A.16 The Alley of the Heavenly Hundred Heroes is the main place of commemorating the tragic events of Revolution of Dignity. The museum’s location on the hill is symbolic, as during the Revolution of Dignity as the protesters, de facto unarmed, stormed from the lower level of Khreshchatyk Street “uphill” against security forces who were armed with firearms. The Alley of Heavenly Hundred Heroes became the “Ukrainian Golgotha”.

A.17 The Museum building on the top of the hill will symbolize the triumph of the good and the resurrection from the dead.

A.18 The promoter expects the memorial’s swift implementation subsequent to the conclusion of Stage 1 of the competition. An inauguration of the memorial, or at least of parts of it, is expected in February 2019.

A.19 With this competition, the promoter pursues the aim to obtain design proposals, that reflect the museum’s importance; these will be based on innovative and economically viable concepts (see par. F.11), while fully complying with the functional, technical and legal requirements permitting the museum’s completion by 2021. The schedule is based on the assumption of an efficient, uninterrupted planning process to be continued immediately after the award of the competition. A first stage of the project shall be realized with a Maidan Information Center (see par. F.09) and a Memorial.

A.20 The budget for implementing the museum will be defined after the competition, based on a cost estimation prepared together with the architect commissioned with further services (see par. B.51).

A.21 The Ministry of Culture of Ukraine has launched an international architectural competition so as to obtain a design of maximum conceptual and architectural quality, both for the Maidan Memorial and the Maidan Museum. The aim is the erection of a structures that meets the requirements in an authentic and appropriate way that also takes into account the issues of economy and ecology.

A.22 To achieve this goal, the competition was preceded by an international open prequalification procedure so as to attract a maximum number of qualified professionals. Out of 66 applicants 28 participants have been selected to tackle this challenging task.

A.23 The competition is divided in two competition parts (“nominations”) – the Maidan Memorial and the Maidan museum. These tasks are subject of two parallel processes in Stage 1. For each part (“Maidan Memorial Competition” and “Maidan Museum Competition”), different competitors will be selected. At the end of Stage 1, the winning design for the “Maidan Memorial” will be selected by the Jury and publicly announced. Subsequently the winning scheme of the memorial is to be integrated into all design proposals of Stage 2 of the “Maidan Museum Competition”.

A.24 Despite the division in two parts, both memorial and museum are regarded as interacting subjects, that shall be developed in an intertwining process. To support the interaction, both subjects are integrated in the two-stage competition.

A.25 According to the international standards for competitions, the process is conducted anonymously. However, within the framework of the regulations, the competition includes on-site colloquiums with the participants and Online-Forums to create a platform for the dialogue amongst the competitors and the Jury.

A.26 In addition, the competition for the Maidan Museum is run in two stages so as to facilitate the dialogue amongst the competitors and the Jury, to allow for a higher number of design ideas in Stage 1, that can be articulated at an adequate effort, and to enable the refinements of a select number of designs in Stage 2 prior to the final decision. In Stage 1 of the competition, concepts are expected that enable the Jury both to choose among the anonymous design approaches and to draft recommendations for further development in Stage 2.

A.27 To conclude, the competition is to form the prelude to an intensive cooperative planning process involving the planners, the promoter and its representatives.

A.28 Submission to the Maidan Memorial Competition will be made public prior to the Jury Meeting Stage 1 without information about the projects’ authorship (see par. B.195). This is to collect opinions of the public to be included into the deliberations of the jury. However, the Jury remains totally independent in its decision.
