Scottish Civic Trust Produces Six Point Action Plan for Next Scottish Government
16 February 2016, Scotland – The Scottish Civic Trust has produced a Six Point Action Plan for the Next Scottish Government in anticipation of the Holyrood 2016 elections. It was distributed to MSPs and parliamentary candidates last week.
The Scottish Civic Trust is the national body for the civic movement in Scotland. It engages proactively with local civic groups across Scotland and regularly comments and campaigns for the improvement of Scotland’s individual buildings and areas of distinction.
The Action Plan is intended to encourage parliamentary candidates to think about the importance of Scotland’s buildings and places in their own campaigns by presenting a set of six ‘key asks’. The Trust believes that the role of local communities should be strengthened in the planning process, and that planning legislation should protect Scotland’s diverse built heritage.
The Trust wants owners of listed buildings to be encouraged to maintain them using the ‘Traditional Building Health Check Scheme’, as well as seeing the endorsement of the Place Standard Tool across all local authority areas. The Trust believes that citizenship and civic pride should be promoted at a young age, and that members of community groups who take care of their locales should be provided with adequate training and resources to maintain local heritage assets effectively.
The Action Plan is as follows:
The Scottish Civic Trust believes any future Scottish Government must strive to:
1 Strengthen the role of local communities in major planning applications, particularly at the pre-application stage, by full and proper consultation within realistic time scales.
2 Encourage owners to preserve and maintain Scotland’s traditional building stock by rolling out the existing ‘Traditional Building Health Check Scheme’ across Scotland and campaign for the removal of VAT on repairs to listed buildings.
3 Protect Scotland’s diverse built heritage, especially in conservation areas, by strengthening planning legislation and enforcement powers.
4 Endorse the adoption of the new Place Standard tool across all local authority areas, applicable to new housing developments and existing neighbourhoods, with adequate training and resources for delivery and implementation.
5 Facilitate community empowerment by provision of resources and training for local groups who take responsibility for managing and maintaining local heritage assets.
6 Promote citizenship and civic pride at an early age, by supporting engagement with young people on heritage and the built environment.
