PPP specialists Cathedral Group selected to transform Clapham’s leisure provision

Lambeth Council has approved the selection of Cathedral Group to deliver a £75 million landmark scheme which will transform leisure services in Clapham town centre, providing the borough with the most sustainable leisure centre in the UK, a state-of-the-art new library, a new GP surgery and some of the most high quality residential accommodation in the borough including 40% affordable housing in partnership with housing association L&Q. Cathedral’s 10 years of experience working on PPP initiatives will enable them to provide the entire scheme to Lambeth Council at zero cost to the taxpayer.
Once the legal and procurement processes have been completed at the beginning of February, Cathedral hopes to submit a planning application for the first part of the Future Clapham development in April and expects to deliver the first stage of the development, the brand new leisure centre, in early 2010.

1. Mary Seacole House on Clapham High Street will be demolished to become a new library, designed by Studio Egret West, based around an audacious spiral design, connecting to the new GP surgery, a café, performance space and community rooms, reinforcing the community spirit of the development. It is hoped the number of visitors to the new library will double.
2. The current leisure centre facilities on Clapham Manor Street will be replaced with a brand new sustainable, world-class leisure centre designed by specialists LA Architects. Built around the core concepts of visibility, accessibility and community, it has been independently estimated that the new centre will attract 500,000 extra visitors a year. Facilities will include a 6-lane, 25m swimming pool, a much larger fitness suite, a 4-court sports hall, climbing wall and community rooms.
3. The final section of the development will convert Clapham Old Library into a community art centre. It will be a stimulating and welcoming place where Clapham residents can actively engage with art and artists through a changing programme of exhibitions, courses and residencies.
An additional exciting innovation in the scheme will be the appointment of a Green Guardian who will manage the day-to-day operation of the residential accommodation, encouraging people to live more sustainably, including managing a car club.
The entire development will be built according to the most stringent environmental criteria. Cathedral will work with some of the most experienced sustainability consultants to achieve results that will reduce carbon emissions to 30% below normal standards, reduce normal water usage by 30% and enable the development to generate 15% of its own power needs from renewable resources. An additional exciting innovation in the scheme will be the appointment of a Green Guardian who will manage the day-to-day operation of the residential accommodation, encouraging people to live more sustainably, including managing a car club.
Cllr Paul McGlone, Labour Cabinet Member for Regeneration said: “This is great news for the people of Clapham – Local people and community groups have been asking for better facilities for their community and we have listened. With our partners we have come up with an exciting development proposal that covers all the bases.
“Best of all it is a self financing project and will therefore cost the tax payer absolutely nothing. We promised in 2006 to deliver quality and keep Clapham Swimming and with this project we have most certainly delivered.”

Canary South, our flagship partnership project with the London Fire Brigade, was sold out during 2006 and received critical acclaim from the GLA, CABE and the Government. The complex was the first of its kind, combining a state-of-the-art fire station, luxury apartments, social housing and a restaurant.

The London Borough of Lewisham selected Cathedral from more than 50 interested parties to develop a key regeneration site in Deptford next to Deptford High Street Station. Designed by Rogers, Stirk, Harbour and Partners, the £55m project includes the renovation of a listed Victorian carriage ramp, housing, workspaces, shops and a public piazza.
Cathedral is about to enter the detailed design phase of a £115m scheme to redevelop the old municipal Circus Street market, close to the Grand Parade in Brighton. Our Grow Brighton site will comprise flats, retail, commercial units, a new library for The University of Brighton, a boutique hotel and a new home for Southeast Dance, generating an improvement of more than £1/2 billion to the local economy over 10 years.
Special Projects Pipeline £155m GDV
Special projects are not sector specific but focus on the total return prospects of the real estate. They are typically high yielding and reversionary secondary properties in the Southeast with significant potential for capital uplift through development, trading and/or merging of different interests. The current live portfolio includes the following:
Cathedral’s hotel/conference centre portfolio consists of Eynsham Hall, Devonport House and Sundridge Park, totaling 388 bedrooms and space for 1200 conference delegates. The value of the three centres improved to £50m on the back of significant trading improvements and planning enhancements in 2007. Planning consents were secured for alternative use at Sundridge Park, Bromley (part of the site was the subject of a successful disposal in 2007) and for major improvements to the existing facilities at Eynsham Hall, Oxford.
Cathedral has submitted plans to build the most sustainable mixed-use project in Bexley on the Welcome to Sidcup site. This bold new £35m scheme will incorporate a residential-led, mixed use development including affordable housing, a crèche, an NHS Walk-In Centre, cafes and a new piazza, completely transforming the area around the station.
The Grove, in Eltham, Southeast London, is currently in the planning stage. This £40m scheme will redevelop a redundant shopping precinct into a high quality residential, retail and commercial scheme.
Primary Healthcare £40m portfolio
In late 2006 Cathedral Group sold its interest in ten completed healthcare properties. The group continues to build its healthcare portfolio on the back of an unrivalled reputation in this sector and incorporates healthcare usage in many of its PPP schemes.
